- It is the intent of the National Library of Medicine (NLM), National Center for Biotechnology Information (NCBI) to enter into a sole source procurement with Inera Incorporated, 19 Flett Road, Belmont, MA 02478-2215, for the purpose of obtaining additional modules from eXtyles that are compatible with the existing eXtyles server. The NLM has published a Document Type Definition (DTD) for the purpose of creating standardized XML-based versions of journal articles, book chapters and other types of biomedical publications (http://dtd.nlm.nih.gov/book/). NCBI uses the NLM DTD, specifically, to create XML-based versions of books and book chapters from original sources that are in Microsoft Word format. This process currently relies on the eXtyles SI Server to parse and perform PubMed ID lookups for bibliographic citations contained in the documents. The purpose of this procurement is to obtain additional modules from eXtyles that are compatible with the existing eXtyles server which will automate the processing of all portions of the source material, including images. The resulting XML output must conform to the NLM DTD. Given the requirement to integrate with the current process and the existing eXtyles SI server, and the requirement that the final product conform to NLM DTD standards, this procurement must be done on a sole-source basis. This requirement also includes one year software maintenance and support. Inera Incorporated is the only known source capable of providing the required supplies and services. This action is under the authority of 41 U.S.C.253 (c) (1), as set forth in FAR 6.302-1 and HHSAR 306.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13 to use simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System Code (NAICS) is 511210 and the business size standard is $25.0 million. This solicitation incorporates provision and clauses in effect thru FAC 2005-53 FAR Revision effective August 4, 2011, including all FAR Circulars issued as of the date of this synopsis. The period of performance is anticipated to be twelve (12) months. NLM anticipates that an award will be made on or about November 30, 2011. This is not a solicitation for competitive quotations, nor is a RFQ available. However, if any other interested party believes that it can meet the requirement it may submit a statement of capabilities. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to all NLM to determine if the party can meet all of the foregoing requirements. Quotations must be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the vendor is capable of successfully performing the requirement. Inera Incorporated is the only known source to NLM that can meet the above requirements due to the proprietary software previously purchased.
