Description
This solicitation is cancelled in its entirely. The Government is redefining the solicitation and will repost at a later date under a new RFP Number. The Department of State, (DOS) has a continuing need to provide Rapid Expert and Assistance Cooperation Teams (REACT) services in support of the Organization of Security in Europe (OSCE). This tool will enable the OSCE to deploy civilian experts more rapidly to the field to undertake activities associated with conflict prevention, crisis management and post-conflict rehabilitation. This is a combined synopsis/solicitation. This announcement constitutes the only solicitation. The North American Industry Classification System (NAIC) code for this acquisition is 561320. This acquisition is Unrestricted. The specific requirement and associated contract clauses are included with this synopsis/solicitation and are viewable via the attached documentation. Offerors must sign into the FBO website to view the attachment. All vendors interested in submitting a proposal for consideration should do so, prior to the solicitation closing date, only to the point of contact(s) listed in this solicitation. Proposal not submitted in accordance to the solicitation guidelines will NOT be evaluated. This solicitation is a Request for Proposals and the proposed acquisition method is Unrestricted. The solicitation number is SAQMMA11R0205. All vendors must propose the NAIC code 561320. Those vendors who submit a quote not in accordance with the NAIC code will be eliminated from the competition. Quotes shall be based on open market pricing. All discounts offered shall be stated in the quote. DOS intends to issue a firm fixed price/reimbursement, no fee type contract contract for this effort. The government estimate is $6,000,000.00 a year for a total acquisition of $33,000,000.00. The expected period of performance is a base period of twelve (12) months with four (4) one year option periods. The offer shall breakout the price for each CLIN. Description of Requirement: See solicitation Place of Performance: See solicitation The requirements are detailed in Section C of the solicitation (Statement of Work). Award will be made on an all-or-none basis with only one award made from this solicitation. Award shall be made to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. Payment will be made based on the submission of invoices. Invoice will be allowed on a monthly basis at the end of the month. No more than 1/12 of the total cost per CLIN will be billed per month. Refer to Section L for proposal preparation and submission instructions. The due date, time and point of contact is indicated in Section L of the solicitation. Failure to adhere to these instructions will result in your proposal being considered as "unacceptable." The Basis for Award is indicated in Section M of this solicitation. Submissions must be in accordance to Section L of the solicitation. All questions shall be submitted by E-MAIL ONLY, directed to Contract Specialist Ms. Bernice Barnes at BarnesBL2@state.gov. The submission deadline for questions is 26 August 2011 by 4:00pm EST. All questions (and their answers) will be posted on the FBO website to provide equal access to information for all potential offerors. Proposal submission must be received by 4:00pm EST, 26 September 2011 to the following address listed in Section G of the solicitation. Faxes or e-mails will not be accepted for proposal submission. Vendors must be approved and registered on the Central contractor Registration (www.ccr.gov) before award can be made. This RFP does not commit the government to pay for any costs incurred in the submission of quotes or to contract for the supply or services requested herein.
