- REQUEST FOR INFORMATION FOR INFRASTRUCTURE OPERATIONS MANAGEMENT SUPPORT SERVICES RFI closes 1500 PM Eastern Standard Time, November 30, 2011. Confidentiality All information included in this Request for Information is confidential and only for the recipient's knowledge. No information included in this document or in discussion connected to it may be disclosed to any other party outside the Government. Introduction and purpose of this RFI This is a Request for Information (RFI) only and does not constitute a commitment, implied or otherwise, that the Department of Veterans Affairs (VA) will take procurement action in this matter. Further, neither VA nor the Government will be responsible for any cost incurred in furnishing this information. This RFI is being used to gather market research to help VA refine its Performance Based Work Statement (PBWS) for Infrastructure Operations Management Support Services for VA Learning University, Learning Content Management System (LCMS) and Talent Management System (TMS). The refined PBWS will be included in any resultant Request for Quote to be release within Fiscal Year 2012 to solicit quotes for the required Infrastructure Operations Management Support Services for LCMS and TMS. Background As part of the Department of Veterans Affairs' (VA) Human Capital Investment Plan (HCIP), VA has recently undertaken an ambitious transformation effort designed to improve service to our Nation's Veterans, including a commitment to invest in employees at all levels of the employee life cycle. Employee development is a primary target of many of these transformation initiatives. As a foundation for these initiatives, a supporting technological infrastructure is necessary. The VA Learning University (VALU) has implemented the basic learning infrastructure and will be expanding it to meet the needs of the Department. In October 2007, VA implemented an enterprise Learning Management System (LMS) to support employee development efforts at the national level. Up until that point the offering, delivery, and tracking of learning was primarily managed at the facility level. Disparate systems were either built or purchased locally, and resources were dedicated locally, to manage the efforts. Neither centralized reporting capability, nor any standard content development or implementation procedures were available to the Department. With the acquisition of an enterprise-wide LMS, VA positioned itself to provide employees and staff with a single tool to support their development and meet the Department's reporting requirements. The VALU Directorate for Learning Infrastructure is responsible for the configuration and reliability of VALU learning infrastructure systems that support VA-wide education, training and learning, as well as the content delivered from the systems and the quality of the data recorded therein. An important role in supporting use of the TMS is providing feedback to stakeholders so they know exactly what to expect and from where any issues or problems may arise. Additionally, the VALU Learning Management Office works with users to develop and deploy functional, effective learning in the TMS. More specifically, the VALU Learning Management Office is accountable for the content that is available on the TMS, despite the fact that they do not build the content themselves. Statement of Need The VALU Directorate for Learning Infrastructure is responsible strategic planning, budget analysis, acquisition, business process development of VALU's systems and processes, as well as content; uploading new courses, managing existing courses, and monitoring outdated courses; generating reports on who has taken what courses, the success of current initiatives, the quality of TMS systems, and the inevitable ad hoc requests; and providing the resources necessary to support the operations and management of the LCMS, TMS, and the internal work of the VALU Directorate for Learning Infrastructure itself. The Contractor shall provide business services for VALU's systems and processes contributing to the success of current initiatives, and the quality of learning infrastructure systems for VALU learning infrastructure systems (LCMS and TMS) that support VA-wide education, training. Contractor support is to assist VALU in identifying initiative interdependencies, develop manage report tools, provide overarching schedule, assist with management reporting, budget analysis, providing feedback to stakeholders and verifying the quality of the TMS system. The focus of the PBWS will be to achieve the following results: 1.Ensure the TMS is 508 compliant; 2.Develop strategy and processes for managing VALU learning infrastructure (TMS and LCMS) features, processes and systems; 3.Obtain services to manage VALU learning infrastructure processes and systems; 4.Obtain business services to support the VALU Learning Infrastructure Directorate program management; 5.Obtain training planning, training materials and the delivery of training for the Directorate; 6.Obtain communications analysis, planning and materials to support the VALU Learning Infrastructure Directorate; 7.Obtain processes maps, procedures and track and trend analytics to support the Customer Care; 8.Obtain staffing resources to support the Customer Care to answer VALU questions. 9.Obtain quality control services for the VALU Learning Infrastructure Directorate program; and 10.Obtain marketing support - strategies, business processes and procedures for implementing TMS features across the VA. The specific outcomes will be: 1.Development of standards for content; 2.Implementation of quality assurance programs for VALU Learning Infrastructure systems; 3.Development and deployment of VALU Learning Infrastructure communication materials and communications; 4.Development of VALU Customer Care business processes and processes maps; VALU Customer Care standard operating procedures; Customer Care issue track/trend analytical tools; and 5.Customer Care support (staff of 2 for 10 hours per day, 7 days per week) Responding to this RFI RFI responses must include: "Name of the primary point of contact for the response "Federal Supply Schedule Contract Number "Email address "Phone "A brief summary (300 word limit) description of previous relevant experience. Response Submission Deadline Responses to this RFI must be submitted no later than 1500 Eastern Standard Time, on November 30, 2011. RFI submissions will be accepted as email attachments only. An email confirmation of receipt from VA will be sent within a one-week period to the designated point of contact.
