Description
Sources Sought Synopsis for Maintenance and Service of OMAX Water-jet Machines (3ea.) Red River Army Depot (RRAD) This is a Sources Sought Synopsis announcement; market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. This is not a solicitation for proposals and no contract shall be awarded from this synopsis. Red River Army Depot will solicit for and award a service contract depending on information received as a result of these sources sought. If awarded, the proposed contract will be as a firm fixed priced. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of the Small Business Community to include Section 8(a), Historically Underutilized Business Zones (HUB-Zone), and Service Disable Veteran-Owned Small Business (SDVOSB) to compete and performed a Firm Fix Price Contract. The type of solicitation to issue will depend upon the responses to this sources sought synopsis. The Government must ensure there is adequate competition among the pool of responsive contractors. The following describes the scope of work for a service contract on the following three OMAX Waterjets machines: Waterjet #1Model 55100SN B511757 Waterjet #2 Model 55100SN B511873 Waterjet #3 Model 80160SN E511764 1. The service contract shall be for equipment maintenance performed on site or at the contractor's facility and the provision of repair parts for a period of one year from the date of contract award (The Government may consider a base year and four one year options, totaling five years). Service technicians who are dispatched to work on the equipment on site shall have a minimum of two years of experience working on OMAX Model 55100 and 80160 Waterjets and be capable of diagnosing and repairing a wide array of equipment problems. Service technicians shall make service visits on an as-needed basis when called by authorized representatives of RRAD. 2. The contractor shall provide a phone number, fax number, and/or email address at which a service dispatcher can be contacted during normal business hours. The dispatcher shall respond to calls for service from authorized RRAD personnel within one hour and, if the problem cannot be resolved over the phone, a service technician shall be dispatched and arrive on depot within 48 hours of the call. 3. The contractor shall provide a phone number, fax number, and/or email address at which a parts person can be contacted during normal business hours. The parts person shall respond to calls from authorized RRAD personnel within one hour and make every effort to provide the required repair parts as quickly as possible. 4. The service technician shall check in with the Contracting Officer's Representative (COR) upon arrival at the depot and before departing. The technician shall arrive on site with all required tools, test equipment, possible repair parts, materials, documentation, and other necessary supplies to begin repairs and shall remain on site until the repairs are complete or the contractor and COR agree that the technician's services are no longer required. 5. Contractor shall submit an invoice for each service visit clearly showing the date of the service call, a description of the problem, the name of the service technician, a description of the corrective action taken, and an itemized list of labor, parts, and travel expenses. 6. RRAD will pay for the labor hours utilized plus all travel mileage, per diem, and lodging expenses incurred up to the limits specified in the Joint Travel Regulations (JTR). Award will be based on overall "Best Value" to the Government. Anticipated solicitation issuance date is on or about December 15, 2011, and the estimated proposal due date will be January 19, 2012. The official Synopsis citing the solicitation number, and inviting Offerrors to register electronically to receive a copy of the solicitation when it is issued is anticipated to be available on December 15, 2011. Offeror's response to this Synopsis shall be limited to 5 pages and shall include the following information: Offeror's name, address, point of contact, phone number, ad e-mail address. Offeror's interest in bidding on the solicitation when it is issued. Offeror's capability to meet personnel requirements Offeror's capability to perform a contract of this magnitude and complexity (comparable work performed within the past 5 years -brief description of the project, customer name, and timeliness of performance, customer satisfaction, and dollar value of the project) provide at least 3 examples. Offeror's typed of small business and Business Size. Interested Offerors shall respond to this Sources Sought Synopsis no later than November 21, 2011. All interested contractors must be registered in CCR to be eligible for award of Government contracts.
