Description
Passenger Air Services in Chad Sources Sought / Request for Information (RFI) Passenger Aircraft Operations in Chad Statement of Interest: Passenger air services are required in Chad to support the development efforts of the United States government. Background: The U.S. Agency for International Development seeks sources for passenger air service (ACMI with fuel provided by the contractor) based in Abeche, Chad. Passenger aircraft would deliver passengers to various locations in Chad, including Ade, Goz Beida, Koukou Arangana, Dogdore, Am Timan, Hadjer Hadid, Kerfi, Adre, Biltine, Farchana (and others as needed). Aircraft No. and Types: One Twin Otter or similar capacity aircraft, and one Grand Caravan or similar capacity aircraft. Aircraft Utilization: About 60 flight hours per month each aircraft. The passenger air service would be operated for about one year, with possible extensions in time. This is not a Request for Proposal. Qualifications: Interested parties shall meet the following minimum qualifications for the above passenger aircraft service in the Chad region: U.S.-based prime contractor. Project Manager on sight at base. FAA (or CAA / ICAO equivalent) airworthiness certificates for the aircraft. FAA Part 135 (or CAA / ICAO equivalent) certified aircraft and pilots. Pilots and crews shall possess a FAA / CAA commercial license and have certificates for, and experience with, flying in Chad or very similar locations. Aircraft and crew on-call availability. (A solicitation may have additional requirements.) Information Requested: Interested companies shall submit the following information: Company name and address. Name, phone number, and email address of your company representative. Company size standard and/or socio-economic standing; i.e., large business, small business, etc. A statement confirming that you have reviewed, and can meet, each stated qualification, supported by submitting minimal supporting information or documentation. A brief list of the aircraft type (including passenger capacity) you might offer that will fulfill the above requirements. Guideline estimated monthly service price and flight hourly rates, as well as any other related expenses. Brief past performance information for similar services. Time for Response: Interested parties shall submit an electronic response, limited to 5 pages. Responses to this RFI are due November 9, 2011 at 1700 hours Eastern Time. Electronic responses are requested. Electronic responses are required in "DOC" or "PDF" format. Responses shall be submitted to JAbood@USAID.GOV. If you submit proprietary data, please mark it clearly with the appropriate markings. Further action on this anticipated requirement will be determined following review of the responses to this RFI. This is an RFI to obtain market insight into potential interest in providing passenger air service in Chad. The information provided in this RFI is subject to change and is not binding on the Government. The Government has not made a commitment to procure any of the items discussed. Release of this RFI should not be construed as such a commitment or as authorization to incur costs for which reimbursement would be required or sought.
