Description
Notice Type: Special Notice Synopsis: US Environmental Protection Agency Research Triangle Park Procurement Operations Division intends to issue a sole source three month extension of contract EP-D-07-061 in accordance with Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The requirement consists of services in support of the Chemicals, Coatings, and Commerce Sector for the Sector Policies and Programs Division (SPPD). The source specific regulatory component of the EPA's air toxics program include the development of technology-based standards for major and area sources, residual risk standards, as well as other standards development activities. EPA has completed the last set of MACT standards under section 112(d). These standards regulate emissions primarily from major stationary sources. Section 112(k) requires the development of standards for area sources which account for 90% of the emissions in urban areas of the 33 urban hazardous air pollutants (HAPs) listed in the Integrated Urban Air Toxics Strategy. In addition to developing standards that regulate the emissions of air toxics from stationary sources, SPPD is responsible for developing stationary source criteria pollutant standards. THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued. Any response to this notice must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. If no affirmative written response is received, the award will be made without further notice. Oral communication is not acceptable in response to this notice.
