- The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) and the National Capitol Acquisition Division (NCAD) Simplified Acquisition Branch on the behalf of the National Weather Service (NWS), specifically the Maintenance Branch intends to negotiate on a sole source basis with L-3 Communications Corporation, DBA: NARDA Microwave East using the procedures in FAR Parts 6 and 13. The award will be a firm fixed price purchase order. The Maintenance Branch requires seven (7) Radiation Hazard Meters Model 70373 which includes Model NBM-520 Broadband Field Meter, E-Field Probe Model EF0392, NBM-TS Transfer Software, Fiber to USB Adapter, 2 meter Fiber Optic Cable Shoulder Strap, AC Power Supply/Charger w/"AA" x 2 NiMH Rechargeable Batteries, Manual, Calibration Certificates and Transport Case that will be used to maintain the WSR-88D weather surveillance radars commonly known as NEXRAD. Delivery of the equipment is to be no more than 6 weeks from receipt of the order. L-3 Communications Corporation, DBA: NARDA Microwave East is the only party known to NOAA who can meet the requirement needs since it is the manufacturer and sole provider of the Model 70373 Meter. The statutory authority for other than full and open competition is 41 USC 253(c)(1) as implemented by FAR 6.302-1, Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 334220 with a Small Business Size Standard of 750 employees. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NCAD. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NCAD to determine if the party can meet all of the foregoing requirements. Responses must also be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the quote meets all of the foregoing requirements. Capability statements and related materials must be e-mailed to Sandra.K.Souders@noaa.gov by 11:00 am, Local Time, November 18, 2011. Award will be made using FAR 13, Simplified acquisition procedures, current through FAC 2005-53. The determination to compete or not compete the proposed order based upon responses to this notice is solely within the discretion of the Government. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Reference NWWG0120-12-01217 for this requirement.
