Description
The Regional Contracting Center (RCC) - Qatar intends to issue a solicitation for Physical Security Analyst Services for Camp As Sayliyah, Qatar. The solicitation will be available on or about 8 Nov 2011 on the FedBizOps website at www.fbo.gov and also at http://www.usmilitarycontracting.com/Open_Solicitations.html. Proposals from interested companies or individuals will be due to RCC-Q contract specialist, Joe Wingfield, approximately 21 days after the posting of the solicitation. The general scope of work includes, but is not limited to: the review, analysis, and monitoring of the Area Support Group Qatar (ASG-QA) Physical Security (PS) Plan and all PS requirements for ASG-QA. The Contractor shall develop procedures covering key control that shall be included in the contractor's Quality Control Plan. The contractor shall be required to submit the contractor's Quality Control Plan within seven (7) days after receiving contract award. Such procedures shall include turn-in of any issued keys by personnel who no longer require access to locked areas. The contractor shall also provide physical security analyst technical support in the following areas: Access Control, Equipment, and Alarm Systems Intrusion Detection Systems Closed Circuit Television Systems Technical Surveillance Countermeasures Risk and Threat Assessments Physical Security Threat Statement Arms Room Key and Lock Control Procedures Arms Room Procedures Armed Guard Requirements (IDS/Weapons and Ammunition) Protection of Arms Inspections and Staff Assistance Visits Security Construction Statement Motor Pool Security of Army Property at Unit and Installation Level Installation Physical Security Survey Physical Security Plans and Standing Operating Procedures (SOP) which address the following individual subject matter: Installation PS threat statement Terrorism counteraction plan Bomb threat plan Installation closure plan Natural disaster plan Civil disturbance plan Resource plan - MDEP QPSM Communication plan Designated restrictive areas list Mission Essential Vulnerable Area (MEVA) list Security and Qualification Requirements that the offeror must possess at the time of proposal submission: 1)The contractor shall possess a valid FINAL SECRET security clearance. 2)The contractor shall be a graduate of the United States Army Military Police School (USAMPS) Conventional Physical Security/Crime Prevention Course pursuant to Army Regulation (AR) 190-13 dated 25 February 2011.* 3)The contractor shall have completed Anti-Terrorism/Force Protection Level One training. 4)The contractor shall have prior military, or equivalent, law enforcement experience in Physical Security. Acceptable equivalent work may have been in a federal, state or municipal entity. 5)The contractor must have a valid U.S. passport. 6)The contractor must be able to drive and work in the State of Qatar. 7)The contractor must possess excellent communication skills in English (in speaking, reading and writing). * The offeror may be a graduate of a course or training that is equivalent to the USAMPS Conventional Physical Security/Crime Prevention Course. The Government reserves the right to determine during proposal evaluation if the proposed training is equivalent to the USAMPS Conventional Physical Security/Crime Prevention Course. The intended solicitation will be issued as a Request for Proposal (RFP) and will result in the award of a single firm fixed price (FFP) non-personal services contract. The contract will be for a base year and four option years. Proposals will be evaluated in accordance with a combination of Federal Acquisition Regulation (FAR) 13.106-2(b) (1) and (3) evaluation procedures and FAR 15.404-1(e)(1) and (2) Technical Analysis, whereby "personnel having specialized knowledge, skills, experience, or capability" in Physical Security will perform a technical analysis of offeror technical proposals to assess "the offeror's ability to accomplish the technical requirements" of the services set forth in the Performance Work Statement (PWS). The Government may conduct an interview of offeror(s) with the best proposal(s). This procurement will be made utilizing the policies and procedures for full and open competition. The solicitation will include a list of evaluation factors and will provide instructions for proposal requirements. Any changes to evaluation factors, submittal requirements, terms and conditions or the Performance Work Statement (PWS) will be issued by amendment. The basis of award is the proposal most advantageous to the Government in terms of price and non-price factors, and price will be evaluated for reasonableness and realism. - - - THIS SYNOPSIS AND THE INTENDED SOLICITATION IS BEING ISSUED OUTSIDE OF THE UNITED STATES FOR PERFORMANCE OUTSIDE OF THE UNITED STATES AND WILL PROVIDE FOR UNRESTRICTED COMPETITION - - - PLEASE NOTE: CCR REQUIREMENTS: Prior to submitting a proposal, interested firms or individuals must be actively registered in the Central Contractor Registration (CCR) system, including creation of an MPIN number. Registration instructions may be obtained and online registration may be accomplished at www.ccr.gov.
