- This announcement is for Sources Sought; those parties interested, please send us your capabilities concerning the announcement below. The intent is to notify potential contractors of the upcoming Utilities service acquisition (NAICS code 221122 and size standard 4 million megawatt hours). The contractor shall provide all labor, materials, tools, equipment, and supervision necessary to supply and deliver uninterrupted electrical power and demand to meet the Government's needs at F. E. Warren Air Force Base, WY. Western Area Power Administration (WAPA) provides a portion of the power requirements for the base and the contractor will provide over and above WAPA. The approximate requirement is 6 MW of demand and 24,000,000 kWh/year energy. The control will include scheduling and firming up 3.4 MW of wind power owned by the Government. At least two generation sources for the power are required (contract with another power producer for firm power is acceptable). The sources for generation must be in place at time of award. No generation can be built on base. Some of the power may be redistributed to the privatized military family housing on base and reimbursed. If the interested party has green power available it should be noted in their response. Load profiles will be included in the solicitation package. The contractor must be able to enter WAPA's grid at any point acceptable to WAPA. Power is delivered to the base through the Government's 20 MW substation that is attached to WAPA's grid, at 115 KV primary to a 13.8 KV base distribution system. The period of performance for the resultant utilities service contract is ten (10) years. For contract pricing structure, use of an energy price index, rather than firm-fixed pricing, is being considered. This is not a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor is it to be construed as a commitment by the Government at this time. In order to assess set-aside possibilities, interested parties are invited to respond by submitting a letter identifying your business as: 1) small business (SB), 2) 8(a) contractor, 3) small disadvantaged business (SDB), 4) HUBZone small business, 5) service-disabled veteran-owned small business (SDVOSB), or 6) woman-owned small business (WOSB) under NAICS code 221122 with a size standard of 4 million megawatt hours.
