Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6068, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI), Center for Cancer Research (CCR), FAES Core Facility plans to procure on a sole source basis with BD Biosciences 2350 Qume Drive San Jose, CA 95131 for a maintenance agreement on a LSR Fortessa, a Sapphire laser, a Laser COHR cube, a Violet laser, and a Laser Genesis. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The North American Industry Classification System code is 811219 and the business size standard is $19M. Period of performance is for twelve months from time of award. The FACS Core Facility provides flow cytometry and cell sorting support to all the laboratories in the NCI Center for Cancer Research. The FACS Core has a special order research LSR Fortessa flow cytometer. The FACS Core lab currently provides service to investigators from over 27 NCI labs and branches. It is critical that this instrument remain in excellent operating condition at all times. It is also important that the quality of the results from this instrument be kept at a consistently high level. Some experiments, if unable to be run on the instrument as scheduled, cannot be rescued. It is also important that the instrument be kept current with software upgrades and product corrective actions. The contractor shall provide all labor, material and equipment to provide preventive maintenance for government-owned: LSR FORTESSA (No Lasers), Serial No: H17700008 Sapphire 488-100 Blue LSR, Serial No: NO-SERIAL-5289 Laser Cohr Cube 640-4- Red, Serial No: NO-SERIAL-5290 Laser Violet 405-100, Serial No: NO-SERIAL-5291 Laser Genesis 355-60 UV, Serial No: NO-SERIAL-5292 Contractor shall provide: 1) one (1) preventive maintenance inspection per component during the contract period; 2) emergency repair services on an unlimited basis during the term of this contract; 3) all required replacement parts, with the exception of consumable parts to include batteries. Parts shall be new or remanufactured to original equipment specifications; and 4) software service in accordance with the manufacturer's latest established service procedures, to include telephone access to technical support for use of program software and trouble shooting of the operating systems. Personnel shall be factory trained and experienced in servicing the type of equipment covered by this contract. All primary service personnel shall have at least one backup support who shall have at least the same level of expertise on the equipment covered by this contract. NCI also depends heavily on qualified telephone troubleshooting and technical assistance from the manufacturer's staff. These assets are available from BD Biosciences. BD has at least 8 highly trained and qualified Field Service Representatives in the Washington, DC area. At any given time, several of the representatives will be on the Bethesda campus. Because the manufacturer trains these Field Service Representatives and because the manufacturer provides frequent updated continuing education for them, NCI has never had an instrument problem that could not be diagnosed and fixed quickly. BD Biosciences also keeps a full inventory of all the parts in their warehouses that can arrive on-site by the following morning to replace items that cannot immediately be repaired and returned to service. The manufacturer is the only vendor qualified to provide software upgrades to the proprietary software, product corrective actions, and telephone technical and troubleshooting assistance. The manufacturer will replace and/or repair all defective parts including lasers on an unlimited basis. Because the instrument is uniquely designed for NCI, the manufacturer is the only vendor familiar with its service requirements. Timely repair is necessary for this busy core lab cell flow cytometer and BD has a large staff of qualified local field service representatives readily available as needed. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on November 18, 2011. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
