Description
GSA working with the Dwight D. Eisenhower Memorial Commission (EMC) announces an opportunity for Construction Excellence in Public Buildings. This notice shall serve as an INTENT TO ISSUE A REQUEST FOR QUALIFICATIONS. Project Summary: GSA intends to award a firm-fixed price contract for all construction services necessary to construct the new National Dwight D. Eisenhower Memorial in Washington, DC. The National Eisenhower Memorial at Eisenhower Square will be the first national presidential memorial of the new century. Eisenhower Square will be a permanent addition to the urban landscape of Washington, DC. The Eisenhower Memorial must have quality and substance equal to its place in the monumental core of the Nation's Capital. It will be a "plaza-type" memorial with an extensive landscape and hardscape component and a small [approx. 4,500 SF] building consisting of office space, a bookstore, public toilets, and support facilities for the operation and maintenance of the memorial. The project will feature large monumental-grade memorialization elements and aesthetic depictions befitting a national presidential memorial, and these are within the scope of the construction contract. The estimated construction cost, including all construction work and memorialization element fabrication and installation, ranges between $65,000,000 and $75,000,000. All work will be performed in accordance with GSA authorized and approved standards. The memorial will be located entirely on Federal Property at a four-acre site in the center of Washington, DC. The site lies at the intersection of Maryland and Independence Avenues, SW, and spans two blocks, from 4 th Street, SW to 6 th Street, SW. The memorial has been sited within view of the Capitol and just south of the National Mall, in an area reserved for prominent memorials. The project is being designed to meet LEED certification. Construction services include, and are not limited to, construction; project scope management; selection and procurement of all necessary subcontractors, including artisans; administration of the construction contract and all subcontracts; coordination of regular construction meetings; critical path method (CPM) scheduling and schedule control; maintaining construction records including daily logs and monthly reports; monitoring construction costs; progress reporting; conducting and coordinating inspections and testing to ensure proper functioning of the Memorial; coordination of commissioning and turnover to designated facility management staff and tenants; performing closeout procedures; and, all other required services necessary for a complete and sustainable facility. Procurement Strategy: Pursuant to FAR Subpart 15, GSA will employ source selection tradeoff procedures to procure and award the construction contract for this project. A ll evaluation factors other than cost or price, when combined, are significantly more important than cost or price. This is a two step procurement process. The selection process will have two stages. Stage I, Request for Qualifications (RFQ), shall result in the establishment of a list of offerors identified as Viable Competitors, who will be invited to participate in the next stage of the procurement, Stage II. Stage II, Request for Proposals (RFP), shall result in the selection of the construction contractor whose offer provides the Government with the best value. In Stage I, the Government shall identify the evaluation factors other than cost or price that are critical to this procurement and that will serve as the basis for the determination of the viable competitors. Interested offerors will be required to submit their responses to the RFQ by the due date established in the RFQ. The Government will evaluate all the responses to the RFQ in accordance with the criteria in the RFQ, and advise each offeror in writing either that it will be invited to participate in the RFP or, based on the information submitted in the RFQ response, that it is not a viable competitor. Offerors that did not submit a timely RFQ response in Stage I will not be allowed to participate in Stage II of the procurement. In Stage II, the Government will issue the RFP, which will include 100% construction drawings, to the viable competitors. The RFP will serve as the basis for the firm-fixed price offers from the offerors in Stage II. The firm-fixed price offers will be due by the date established in the RFP. Based on the Stage I and Stage II submissions, the Government shall select the offer that reflects the best value to the Government. The Government reserves the right to make an award upon the basis of the initial Stage I and Stage II offers without discussions. The RFQ will be issued electronically on or about December 2, 2011, on the Internet at: http://www.fedbizopps.gov/. This site provides instructions for downloading the RFQ. Potential offerors will be responsible for downloading the RFQ and monitoring the website for amendments, if any, to the RFQ. Opportunities for Other than Large Businesses: This procurement will be open to large and small business firms. Any qualified responsible firm, including small, veteran-owned small, service-disabled veteran-owned small, HUBZone small, small disadvantaged, and women-owned small businesses are encouraged to participate as prime contractors, or as members of joint ventures with other small businesses, or as subcontractors. Pursuant to Section 8(d) of the Small Business Act (15 U.S.C. 637(d)) and FAR Subpart 19.702, an offeror that is not a small business concern offering to perform a contract that has subcontracting possibilities, must submit a Subcontracting Plan in accordance with Public Law 95-507 that is acceptable to the Contracting Officer which provides subcontracting opportunities to small businesses, veteran-owned small businesses, service-disabled veteran-owned small businesses, HUBZone small businesses, small disadvantaged businesses, and woman-owned small businesses to the maximum extent practicable. In this procurement, GSA intends to promote subcontractors' use of Registered Apprenticeship Programs that sh all promote the growth of skilled craft labor. (As used herein, the term "registered apprenticeship program" is a program that is registered with the United States Department of Labor or State Apprenticeship Council under 29 CFR Part 29.) A Small Disadvantaged Business Participation Plan will be required which addresses the extent of participation of small disadvantaged business (SDB) concerns in performance of the contract in the authorized NAICS Industry Subsector. Project Labor Agreements (PLAs) are utilized to promote economy and efficiency in federal procurement. Offerors may submit a proposal subject to the PLA requirements in the contract, a proposal not subject to the requirements in the contract or both. If the PLA proposal is accepted, the awardee will be required to execute a PLA in accordance with the Executive Order and the FAR. GSA will not maintain a bidders' list for this solicitation. The www.fbo.gov website, however, does establish and maintain an Interested Vendors Listing (IVL). Although not mandatory, offerors are strongly encouraged to register to receive notification of upload of the RFQP at this site and register on the Interested Vendor List (IVL). In accordance with the requirements of the RFQ, qualifications shall be submitted no less than 30 calendar days from issuance of the RFQ, as established in the RFQ; to the following address: GSA, NCR, ROB, Bid Activity (WPY) - Room 1065, 301 7th Streets, SW, Washington, DC 20407.
