Description
NOTE: THIS MODIFICATION EXTENDS THE RESPONSE DATE TO 4 DECEMBER 2011 AND EXPANDS THE GEOGRAPHIC REGION OF COVERAGE TO INCLUDE UAE. THIS IS A SOURCES SOUGHT NOTICE ONLY. This announcement seeks information from industry which will be used for preliminary planning purposes. No proposals are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. Proposed projects will be competitive Indefinite Delivery/Indefinite Quantity Multiple Award Construction Contracts (MACC). Task Orders awarded against the proposed contracts will be firm-fixed price. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requests. In order to protect the integrity of any future procurement, if any, that may arise from this notice, information regarding a technical point of contact will not be given and no appointments for presentations will be made. The purpose of this notice is to gain knowledge of interest, capabilities and qualifications of various members of industry in Bahrain to compete and perform under a indefinite delivery indefinite quantity design-build contracts. The Naval Facilities Engineering Command Europe Africa Southwest Asia, Public Works Department, Facilities Engineering and Acquisition Division, Naval Support Activity located in Juffair, Bahrain will be the procuring agency for this contract. The US Government must ensure there is adequate competition among the potential pool of responsive contractors. Award will be based on best value using the trade-off process. Anticipated solicitation issuance date is on or about 15 January 2012 with contract awards during May 2012. The solicitation will be issued electronically and will be available on EURONECO, https://euro.neco.navy.mil. The geographic area covered by the proposed contracts is within the Kingdom of Bahrain including the Naval Support Activity (Juffair), Mina Salman Pier, Aviation Unit (Muharraq), and Isa Air Base with the majority of the work concentrated at the Naval Support Activity (Juffair). However, dependent upon the responses received, the geographic area may be expanded to include the United Arab Emirates (Jebel Ali, Minhad, and Fujairah). It is anticipated that up to six MACCs may be awarded. All contractors are highly encouraged to participate. The US Government is seeking qualified, experienced contractors capable of performing design-construction services to be performed under the resultant indefinite delivery-indefinite quantity contract which will consist of firm fixed price task orders for designing and constructing repairs, renovations, and alterations to various buildings, structures and utility systems. Contractors should have the capability of performing design-build, modified design-build, and design-bid-build construction projects. Projects will be designed to meet sustainability requirements including the Energy Policy Act of 2005 and EISA 2007. Prospective contractors must be capable of providing all resources for successful construction according to the contract documents; planning and development of construction documents and work phasing if required; CADD (design, as-builts, changes, etc.); geotechnical investigations, abatement and sampling, construction documentation, value engineering, shop drawings, and construction administration. The contractor is also required to have expertise and knowledge of Anti-Terrorism/Force Protection (AT/FP) requirements, security and communications systems, fire protection and life safety systems, and other technical requirements as may be designed or required. Any work that requires design changes or environmental compliance must be performed by or under the direct supervision of licensed professional Architects and/or Engineers. The estimated duration of the contracts will be a base period of 12 months with two twelve month options for a total contract duration not to exceed 36 months. The total capacity for all contracts will not exceed $10,000,000. Task orders will be normally in the range of $100,000 to $650,000 with the majority anticipated to be in the range of $100,000 to $300,000. The government is seeking a response limited to no more than five pages. The information which must be contained in your response is as follows: 1) Name and address of company and point of contact with phone number and email address 2) Qualifications of the design team; specifically, knowledge and experience in Bahrain and UAE. 3) Experience completing construction projects in the Middle East, specifically Bahrain and UAE. Provide a brief description which includes title, completion date, customer name, timeliness of performance, and final contract value. 4) Offerors ™ ability to provide performance guarantees in the amount of 10% of each task order awarded. All proprietary information not to be disseminated in Government documents must be clearly identified. Since this is a sources sought announcement only, no evaluation letters and/or results will be issued to the participants and respondents will not be notified of the results of the evaluation.
