- Sources Sought Notice No.: NIHOF2012455 Title: Sources Sought Notice This Sources Sought Notice is for information and planning purposes only, and shall not be construed as a solicitation or as an obligation on the part of the Government, the Office of Research Facilities (ORF), the Office of Acquisitions (OA). The purpose of this Sources Sought Notice is to identify qualified small business concerns including Small Disadvantaged Businesses (SDB), Woman-owned Small Businesses (WOSB), Historically Underutilized Business Zone (HUBZone) Small Businesses, Veteran-Owned Small Businesses (VOSB) and Service-Disabled Veteran-owned Small Businesses (SDVOSB) that are interested in and capable of performing the work described herein. Also, large businesses are encouraged to submit capability statements. The Office of Research Facilities (ORF) does not intend to award a contract on the basis of responses, nor otherwise will pay for the preparation of any information submitted. As a result of this Sources Sought notice, the ORF reserves the right to issue a Request for Proposal (RFP,) citing a set aside category. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. However, should such a requirement materialize, no basis for claims against ORF shall arise as a result of a response to this Sources Sought notice, or the ORF use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. The ORF is seeking capability statements from all eligible small business concerns to include Small Disadvantaged Businesses (SDB), Woman-Owned Small Businesses (WOSB), Historically Underutilized Business Zone (HUBZone) Small Businesses, Veteran-Owned Small Businesses (VOSB) and Service-Disabled Veteran-Owned Small Businesses (SDVOSB), under the North American Industry Classification System (NAICS) code 221310 with a size standard of $7.0 million annual per annum; for Water filtration plant operations. This market research Sources Sought notice will also consider capabilities Statement from Large companies. Based on the responses received from this SOURCES SOUGHT announcement, the proposed acquisition may be identified for one of the business categories for a Set-Aside solicitation. All eligible business concerns responding to this Sources Sought Announcement must be registered in the Central Contractor Registration (CCR) database at www.bpn.gov. All eligible business concerns responding to this Sources Sought Announcement must have the capabilities to provide on-going, comprehensive support for a contractor to provide a water treatment services program (chemicals and services) to the heating and cooling plants specified herein at the National Institutes of Health (NIH). Major tasks required of the contractor include the following: For National Institutes of Health (NIH) Central Chiller Plant located in Bethesda, Maryland, and the Chiller Plant located in Poolesville; the water treatment program shall consist of chemicals for treating the chiller and condenser water system. The chemicals and test procedures shall be constructed to eliminate or reduce corrosion, fouling, slime, and scale. Also, the water treatment program shall be able to control microbial. In addition, the water treatment services shall include operator training, chiller and condenser water test procedures. The government requires periodic office and on site visits for technical support, and to utilize the existing bulk storage tanks. Contractors shall clearly indicate the type of water treatment based program proposed, with a listing of all chemicals to be used. Qualities will depend upon the water chemistry of (5) boilers. Interested qualified small business organizations should submit a capability statement for this requirement, not to exceed 20 single-sided pages (including all attachments, resumes, charts, etc.) presented in single-space and using a 12-point font size minimum, that clearly details the ability to perform the aspects of the notice described above. All proprietary information should be marked as such. Statements should also include an indication of current certified small business status; this indication should be clearly marked on the first page of your capability statement (preferably placed under the eligible small business concern's name and address). Responses will be reviewed only by ORF personnel and will be held in a confidential manner. All capability Statements sent in response to this SOURCES SOUGHT notice must be submitted electronically (via email) to Jeffery Battle battlej2@mail.nih.gov Contracting Officer, in Portable Document Format (PDF), by November 21, 2011, 2:30PM, EST. All responses must be received by the specified due date and time in order to be considered.
