- COMBINED SYNOPSIS/SOLICITATION - This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation is issued as a request for quote (RFQ). Submit a written quote on RFQ reference number VA-249-12-Q-0114. The Government requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR). No award can be made to a company not registered in CCR. For additional information and to register in CCR, please access the following web site: http://www.ccr.gov. In order to register, all firms must have a Dunn & Bradstreet Number. (iv) This solicitation is a 100% set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB); the associated NAICS code is 561612 and the small business size standard is $18.5 Million dollars. (v) This combined synopsis/solicitation is for the following commercial service: CLIN 0001- Contractor shall furnish one uniformed security guard armed with a PR-24 and OC spray for the Memphis VA North CBOC for the hours of 6:00 a.m. - 6:00 p.m., Monday through Friday, excluding federal holidays as per the attached statement of work. BASE YEAR - PERIOD OF PERFORMANCE: 21 NOV 2011 THROUGH 30 SEP 2012 CLIN 0002- Contractor shall furnish one uniformed security guard armed with a PR-24 and OC spray for the Memphis VA South CBOC for the hours of 6:00 a.m. - 6:00 p.m., Monday through Friday, excluding federal holidays as per the attached statement of work. BASE YEAR - PERIOD OF PERFORMANCE: 21 NOV 2011 THROUGH 30 SEP 2012 CLIN 0003- Contractor shall furnish one uniformed security guard armed with a PR-24 and OC spray for the Memphis VA North CBOC for the hours of 6:00 a.m. - 6:00 p.m., Monday through Friday, excluding federal holidays as per the attached statement of work. OPTION YEAR 3 - PERIOD OF PERFORMANCE: 1 OCT 2014 THROUGH 30 SEP 2015 CLIN 0008- Contractor shall furnish one uniformed security guard armed with a PR-24 and OC spray for the Memphis VA South CBOC for the hours of 6:00 a.m. - 6:00 p.m., Monday through Friday, excluding federal holidays as per the attached statement of work. OPTION YEAR 3 - PERIOD OF PERFORMANCE: 1 OCT 2014 THROUGH 30 SEP 2015 CLIN 0009- Contractor shall furnish one uniformed security guard armed with a PR-24 and OC spray for the Memphis VA North CBOC for the hours of 6:00 a.m. - 6:00 p.m., Monday through Friday, excluding federal holidays as per the attached statement of work. OPTION YEAR 4 - PERIOD OF PERFORMANCE: 1 OCT 2015 THROUGH 30 SEP 2016 CLIN 0010- Contractor shall furnish one uniformed security guard armed with a PR-24 and OC spray for the Memphis VA South CBOC for the hours of 6:00 a.m. - 6:00 p.m., Monday through Friday, excluding federal holidays as per the attached statement of work. OPTION YEAR 4 - PERIOD OF PERFORMANCE: 1 OCT 2015 THROUGH 30 SEP 2016 (vi) Description of requirements is as follows: The Memphis Veteran Affairs Medical Center has a requirement for security guard services for the North and South CBOC's with addresses shown in the attached Statement of Work (SOW). (vii) Anticipated Period of Performance is 21 November 2011 through 30 Sep 2012 for the base period. Performance will take place at the North and South CBOC's. (viii) FAR 52.212-1, Instructions to Offerors - Commercial Items (Jun 2008), applies to this acquisition. (ix) FAR 52.212-2, Evaluation -- Commercial Items (Jan 1999), applies to this acquisition. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1.Lowest price technically acceptable (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding agreement without further action by either party. Before the offer's specified expiration time, the Government may accept an offer, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (xvi) For further information regarding this solicitation, offerors can contact the following individual: Shawn Hendricks -Contract Specialist, Department of Veterans Affairs, VISN 9 Network Contracting Activity, 1639 Medical Center Parkway, Suite 400 Murfreesboro, TN 37129; Phone: 615-225-6337, Fax: 615-225-5432, e-mail: shawn.hendricks@va.gov Statement of Work Contractor shall provide unarmed, uniformed, security guards for patrol of the VA North and South Community Based Outpatient Clinics (CBOC's), to work as stated herein. The contractor's employees must be present at the VA facilities and must be actually performing the required services to obtain payment under this contract. Services provided under this contract are subject to the Privacy Act. A record keeping system of Contractor's hours worked will be established. The security guards will be required to phone into the Memphis VA police Control Room at the start and end of each of their shifts. Failure to do so will result in mismatch between the Contractor's time sheet records and that of the VA's, which would result in disapproval of the invoice for that time period. 1. SERVICES REQUIRED: a. Contractor shall furnish uniformed, security guards armed with a PR-24 and OC spray for patrol of VA North and South CBOC's employee and visitor/outpatient parking lots, guards shall maintain high visibility of uniformed presence at all times while on duty. b. Contractor shall furnish one uniformed security guard for each location creating a highly visible uniform security presence both inside and outside of both the North and South CBOC's during normal operating hours. In order to provide increased visibility, services will be provided a minimum of one (1) hour prior to opening hours while staff and patients are arriving, and a minimum of one (1) hour past closing time so uniform security presence will be available as staff and patients go to the parking lots after work. During winter months, it will be dark by the time the clinic closes and security presence will be critical. Normal operating hours are planned from 7:00 a.m. - 5:00 p.m. (10 hours per day); therefore security coverage should be provided 12 hours per day, 6:00 a.m. - 6:00 p.m., Monday through Friday, excluding federal holidays. The address for the North and South CBOC's is as follows: North Clinic - 3461 Austin Peay Highway Memphis, TN 38127 North South Clinic - 1056 East Raines Road Memphis, TN 38116 1. Duties and Responsibilities: It is anticipated that 75% of the duties will be foot patrol outside the building, covering the primary entrance/exit and surrounding parking lots, keeping fire lanes and loading zones open, and keeping check on patients' and staffs' parked vehicles to prevent vandalism and theft. 25% will be dedicated to the inside of the building in public waiting areas to deter unauthorized persons from loitering inside the building and to assist staff in controlling disruptive individuals. c. Guards shall be assigned designated VA controlled parking lot by COTR (contracting officer's technical representative). Patrols may be via contractor furnished marked vehicle, or foot patrol at the contractor's discretion, as long as a high visibility is maintained at all times. d. Contractor shall be responsible for providing coverage during breaks, lunch periods, etc. e. Contractor shall furnish the Chief of the VA Medical Center Police and Security Service a proposed schedule of tours of duty by contractor's personnel. f. V.A. Medical Center will not be responsible for furnishing protective cover during inclement weather, such as vehicle, guard shack. g. Contract guard shall be required to complete a witness report if requested by the COTR. h. Contractor shall furnish all supplementary equipment, to include but not limited to, notebooks, pens, pencils, flashlights, traffic control apparel, gloves, uniforms, appropriate to the duty to be performed. Contractor's guards shall NOT be permitted to provide themselves with any unauthorized supplemental or personals, such as either concealed firearms, knives, "come-alongs," or such other non-standard items, considered as illegal or unauthorized on Department of Veterans Affairs property. i. Contract guards shall render courteous assistance to employees, patients, and visitors and shall provide escort for visitors and/or employees during hours of darkness upon request within the designated area of assignment. 2. QUALIFICATIONS OF PERSONNEL: To be eligible to perform under the terms of this contract, each contractor employee shall meet, to the satisfaction of the COTR, the following education, experience, health, and security requirements. Suitable experience may have been gained as a continuous uniformed officer of the contracting agency, other licensed, bonded agency's of like business, federal, state, or municipal police agency, or military service (guard or police series). a. Possess a high school education or equivalent and have a minimum of one year experience demonstrating: 1. The ability to read, understand, and apply printed rules, detailed orders and instructions. 2. The ability to meet and deal with the general public in a professional manner. 3. The ability to maintain poise and self-control under stress. 4. The ability to construct and write clear and concise, but accurate and detailed reports of incidents occurring on his/her tour of duty. 5. Have the knowledge, ability, and experience to communicate via two-way radio (walkie-talkie) with VA Police Officer's and the VA Police central control room. b. Physical Requirements: 1. Have a good distant vision in each eye and ability to distinguish basic colors and be able to hear the conversational voice without the use of a hearing aid. 2. Posses complete and functional limbs. 3. Posses emotional and mental stability. 4. Possess ability to walk or stand for long periods as the situation dictates. 5. Project a favorable image of law enforcement and protective authority through alertness, appearance and competent performance of duty. 3. GENERAL: a. Contractor shall furnish to the Contracting Officer proof that he/she is licensed and bonded as required by the State of Tennessee for doing business as a contract security company. b. The Contracting Officer may require the contractor to remove any guard from the Department of Veterans Affairs controlled property should it be determined that the individual(s) is/are either unsuitable for security reasons or otherwise unfit for work on VA property. c. The contractor shall fill out and cause each of its employees performing work on this contract to fill out for submission to the Government, such forms, as may be necessary for security or other reasons. Upon request of the Contracting Officer, any contractor employee performing work on this contract shall be fingerprinted, as well as furnish sufficient information as deemed necessary for criminal background investigation. d. Contractor shall certify to the Contracting Officer that any individual performing work on this contract has been sufficiently screened by appropriate means and found to be free of any criminal or civil charges and/or convictions that would or could bring discredit or negative reflection upon the VA Medical Center or the Department of Veterans Affairs. 4. WORK SCHEDULING: a. Work schedules for contractor personnel will be furnished to the COTR, a minimum of one (1) week in advance of the scheduled work, to include names of individuals authorized to perform stated duties and hours said individual's duties are to be performed. b. The duties of contractor personnel require that the security guard will not leave his/her post until properly relieved, for the 12 hour position. 5. ON-SITE SUPERVISION: a. The contractor shall provide the names, telephone numbers and address of the on-site or in-field supervisor, in writing, to the Contracting Officer prior to performance under this contract. The term "on-site supervisor" as used in this contract means, a person designated in writing by the Contractor who has authority to act for the Contractor on a day-to-day basis at the worksite or vicinity. b. The Contractor shall provide the level of supervision to ensure that employees are properly performing all duties as specified in the contract. c. The on-site or in-field supervisor shall assure that the guard(s): 1. Are in uniform and present a neat appearance. 2. Maintain a continued state of proper training. 3.Posses the necessary permits, authority, as required by the contract. 4.Maintain continued liaison with the COTR or his/her designated alternate. 6. OTHER a. TERM OF CONTRACT: The contract period of performance is for a base period from October 1, 2011 through September 30, 2012, and the 4 option years. b. PERSONNEL POLICY: The Contractor shall be responsible for protecting the personnel furnishing services under this contract. To carry out this responsibility, Contractor shall provide the following for these personnel: - Worker's Compensation - Professional Liability Insurance - Health Examinations - Income Tax Withholding, and - Social Security Payments The parties agree that such personnel shall not be considered VA employees for any purpose and shall be considered employees of the Contractor.
