Description
This presolicitation noticed has been published pursuant to procedures in FAR 15.202 (a) "Advisory multi-step process." A draft Request for Proposal (RFP) set-aside for 8(a) concerns is being posted to the Federal Business Opportunities (FBO) page located at http://www.fbo.gov on or about 2 December 2011. While it is understood that FBO is the single point of entry for posting of solicitations to the internet, solicitations may be e-mailed directly to interested offerors. REQUIREMENT: The U.S. Department of Labor Office of Information Systems and Technology (OIST) is Employment & Training Administration's (ETA) central organization for information technology resources and procurement. The Division of Technology Operations provides a full range of services to the ETA community including local and wide area networks, firewall management, intrusion detection and prevention, Internet access, video conferencing, training, and PC installation and repair. It is also responsible for setting Automated Data Processing (ADP) policy and standards. The Office of Information Systems and Technology is ETA's central organization for ADP resources and procurement. The Office of Information Systems and Technology's (OIST) core task are concentrated on, but not limited to network operating systems and protocols, local and wide area network connectivity, maintenance of current systems and applications, web-enabled application development and participating in several DOL-wide network related IT initiatives. OIST's mission is to provide daily and ongoing operational activities for ETA's national and regional networks, Oracle database and application servers, UNIX and ColdFusion administration, and Domain Name Service (DNS) for ETA's internal customers and external stakeholders. In addition, manage the production, test, and development environments for systems and applications in ETA. ETA continues to upgrade its Local and Wide Area Network (LAN and WAN) environments, to include new infrastructure components and new and upgraded software to accomplish the mission of the agency. The services required for this contract is to procure Help Desk, LAN/WAN, Web, database, UNIX, IT communication, and technical support services for ETA. The selected vendor will work collaboratively with the Technology Operations team and provide the following: • Local Area Network/Wide Are Network (LAN/WAN) support in the areas of operational support, data center support services, email services, patch management, back-up and restore support. • IT communications support for IT communications services. • WEB, Database, and UNIX administration for application infrastructure support. • Help desk support services in the areas of access control, hardware and software support, technical support, training, software inventory and technology library management, notebook/laptop/docking station management, media sanitization support. • Technical writer edit/develop documentation, file management. PROCUREMENT METHODOLOGY (ANTICIPATED) It is the Government's intent to award an Indefinite Quantity Indefinite Delivery (IDIQ) Firm-Fixed Price Contract to the 8(a) Firm that represents Best Value to the Government in accordance with FAR 15.101. The anticipated period of performance will be five years total with a start date of March 2012. Place of performance is U.S. Department of Labor 200 Constitution Ave. NW Washington, D.C.
