Description
The project consists of Site Prep and the refurbishment of existing Peace Keeping Operation (PKO) training school buildings at Escuela de Operaciones de Mantenimiento de Paz (EOMPAZ), Campamento 16 de Agosto, Km 25, Autopista Duarte, Antes del Peaje, Municipio de Pedro Brand, Santo Domingo, Dominican Republic. Current existing buildings include one administration building, one training building, and one barrack building. The project includes site works, reinforced concrete structure, masonry, concrete roofing, metallic roofing, sidewalks, bridge, some lights, and signalization. Contract Information: The award will be based on Lowest Priced, Technically Acceptable Offer (LPTA) best value acquisition which will be cited in the solicitation. Performance time shall be 60 calendar days for barracks modification and restroom construction and additional 120 calendar days for all other items from the date of the award. The resulting contract type shall be firm fixed price. The estimated construction cost for this project is between $250,000.00 and $500,000 dollars. Obtaining the solicitation: The solicitation will be issued unrestricted to allow U.S. and non U.S. firms to participate. The solicitation, including drawings and specifications, will be available for download from Army Single Face to Industry (ASFI) - website: https://acquisition.army.mil/asfi/. The solicitation, and the associated documents for this project, will not be issued on CD. All notifications of changes to this solicitation shall be made through the Internet only. It is the contractor's responsibility to check for any posted changes to the solicitation. The solicitation and any future amendments to the solicitation will be available for download via ASFI website on or about 22 November 2011. Site Visit: An organized site visit is tentatively scheduled for December 13, 2011. If you are interested in attending a site visit for this solicitation, please inform the Contracting Office point of contact in this Pre-solicitation Notice via email, no later than 30 November 2011, 12:00 P.M. (C.D.T.). Include company name, passport number, participant's name, email address and phone number and the names of any additional proposed attendees, company role (prime contractor or subcontractor) and the names of the proposed attendees. Provide this information by e-mail to the following address: jon.p.martel.civ.@mail.mil and address the subject line of the e-mail with the firm name and title: Interested Vendor for Site Visit to ERC DOM REP PKO-A. CCR/ASFI Registration: Potential Offerors MUST register at https://acquisition.army.mil/asfi/ in order to receive notification and/or changes to this solicitation. All contractors MUST be registered in the Central Contractor Registration (CCR) database or their proposal may not be considered. Contractors can obtain further information on the Central Contractor Registration (CCR) at web site http://www.ccr.gov. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs. Availability of Funds: Funds are not presently available for this project. The Governments obligation under this contract is contingent upon availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor received notice of such availability, to be confirmed in writing by the Contracting Officer. Contemplating Awardee: Since the contemplating contract is to be awarded by the contracting activity located in Fort Sam Houston, Texas and to be performed in the Dominican Republic, the Offerors must meet the following two requirements for OCONUS: (1) DFARS 252.225-7042, "Authorization to Perform" - The Offeror has been duly authorized to operate and to do business in the country or countries in which the contract is to be performed, and (2) FAR 52.236-7, "Permits and Responsibilities" - The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government and political subdivisions laws, codes, and regulations applicable to the performance of the work.
