No prior long term contract.10.Description: This synopsis is for a multiple year, commercialrequirements contract for the procurement of sole source, part numbereditems manufactured by CFMI, cage 58828.Required Delivery is to be negotiated for each item. 11. Mandatory Language: The proposed contract action is for supplies which the Governmentintends to solicit and negotiate with only one source under theauthority of FAR 6.302-1. This acquisition supports the tenants ofstreamlining by employing a Joint Opportunity whereby DLA consumables aswell as Depot Level Reparables (DLRs) are combined in a singleacquisition strategy using long term contracting procedures on a singleaward. The key component of this Strategic Supplier Alliance (SSA) willbe the ability to effectively provide management visibility intoefficiency and productivity of the contract. A Statement of Work (SOW) to outline the Government's requirements andinclude metrics to monitor contractor performance will be included withthe solicitation. DLA Surge & Sustainment (S&S) requirements apply tothe DLA consumable items identified as such. Terms are: FOB and Inspection/Acceptance at Origin; DLA Direct shipmentsonly. Foreign Military Sales (FMS) orders and shipments are applicableto DLRs only. Award will be made only if the offeror of the product/service, or themanufacturer, meets qualification requirements at the time of award inaccordance with FAR clause 52.209-1. The solicitation identifies theoffice where additional information can be obtained concerningqualification requirements as cited in each individual solicitation. DSCR does not have a competitive data package for any of the 476 NSN'sincluded in this solicitation. Alternate offers must submit a completetechnical package for each NSN for approval in order to be consideredfor award. This notice of intent is not a request for competitive proposals. ADetermination by the Government not to compete this proposed contractbased upon responses to this notice is solely within the discretion ofthe Government. Information received will normally be considered solelyfor the purpose of determining whether to conduct a competitiveprocurement. Interested persons may identify their interest andcapability to respond to the requirement or submit proposals. Based upon market research, the Government intends to award a commercialcontract using FAR Part 12, Acquisition of Commercial Items. An Ombudsman has been appointed to hear concerns from offerors orpotential Offerors during the proposal development phase of thisacquisition. The purpose of the Ombudsman is not to diminish theauthority of the program director or contracting officer, but tocommunicate contractor concerns, issues, disagreements, andrecommendations to the appropriate government personnel. Whenrequested, the Ombudsman will maintain strict confidentiality as tosource of the concern. The Ombudsman does not participate in theevaluation of proposals or in the source selection process.
