Description
SYNOPSIS: INFORMATION ON COMPONENTS OF MEDICAL SIMULATION TRAINING CENTER VIRTUAL PATIENT SYSTEMS PREVIOUS SOURCES SOUGHT: Medical Simulation Training Center Production, Installation and Transportable Configuration Design. This requirement will procure seven (7) commercially available Virtual Patient System (VPS) that will be used to train and prepare the Soldier to treat wounds in the combat environment. Previously, the VPS systems acquisition was included in the above mentioned sources sought notice. PROGRAM DESCRIPTION: Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI) Project Manager for Combined Arms Tactical Trainers (PM CATT), Assistant Project Manager (APM) for Medical Simulation (MedSim) has a requirement for the procurement of the production and installation of systems and equipment that comprise various Medical Simulation Training Center (MSTC) Tetherless Mannequin Systems. The MSTCs are a standardized Army training asset located at various military installations worldwide, delivering effective medical training with a standardized training platform to better prepare Soldiers for application of medical interventions under combat conditions. The MSTC provides medical training and education on new battlefield procedures and equipment, while affording Soldiers the ability to provide comprehensive training in several formats such as the classroom setting, practical hands-on training simulation, trauma lanes, and distance learning. Each MSTC provides a medical skills training platform where Soldiers obtain sustainment and validate their medical skills in accordance with Training Circular (TC) No. 8-800, Semi-Annual Combat Medic Skills Validation Test (SACMS-VT), Combat Medical Advanced Skills Training (CMAST) and the Combat Life Saver (CLS) Programs of Instruction (POI). The MSTC POIs, provided by the U.S. Army Medical Department Center and School (AMEDDC&S), include Medical Education and Demonstration of Individual Competence (MEDIC), Tactical Combat Casualty Care (TC3CMAST, and CLS. Each MSTC will consist of a Virtual Patient System (VPS), Instruction Support System (ISS), Medical Training Command and Control (MT-C2), Medical Training Evaluation System (MTES) and Medical Training and Validation Lanes. The VPS is broken down into seven (7) different training systems: (1) High Fidelity Tetherless MannequinRFP expected release 1QFY12 High-Fidelity Tetherless Mannequin shall allow complete evaluation in a trauma casualty assessment and the continuation of critical patient treatment across the continuum of care within the multiple pre-surgical environments encountered by our forces. (2) Birthing SimulatorsRFP expected release 2QFY12 Provides for the 68W a critical training enabler to remain proficient in a high-risk low-frequency skill set of assisting in and/or performing emergency vaginal delivery. (3) Tension PneumoThoraxRFP expected release 2QFY12 Accurately replicates anatomy for upper and lower airways, and allow for application/use of all emergency airway adjuncts and respond physiologically to respiratory crisis treatments. (4) IV ArmsRFP expected release 2QFY12 Accurately replicate anatomy for complete upper extremity to allow for application/use peripheral IV insertion with correct physiologic responses. (5) Moulage KitsRFP expected release 2QFY12 Accurately reflects common traumatic injuries from blasts, burns, lacerations, avulsion and penetrating injuries in quick attachment fashion that required minimum time for preparation to complete a realistic visual effect. (6) Trauma Bleeding SystemsRFP expected release 2QFY12 A ruggedized system that must easily pair with both human actors and mannequins to accurately replicate traumatic injuries and profuse bleeding encountered in a combat environment. (7) FAST 1 Demo IntroducerRFP expected release 2QFY12 Accurately represents the average sized male (including spares) to allow for the demonstration of multiple large bone IO access points.
