Description
The project work consists of maintenance dredging of approximately 698,000 cubic yards of shoal material from St. Lucie Inlet, Florida, with placement on Hobe Sound National Refuge beach located approximately 4.5 miles south of the inlet. Work also includes beach tilling, manatee observers, and turbidity monitoring. Base work consists of dredging approximately 311,000 cubic yards from the entrance channel Cut-1 to the required depth of 16 feet plus 2-foot allowable overdepth from Station 0+00 to Station 30+00, entrance channel Cut-1 transition from required depth of 16 feet plus 2-foot allowable overdepth to required depth of 10 feet plus 2-foot allowable overdepth from Station 30+00 to Station 34+00, and entrance channel Cut-1 to a required depth of 10 feet plus 2-foot allowable overdepth from Station 34+00 to Station 42+00; dredge transition area located between entrance channel Cut-1 and impoundment basin to required depth of 8 feet plus 2-foot allowable overdepth from Station 30+00 to Station 42+00; and dredge part of impoundment basin from Range (-)125 to Range (-)300, Station 30+00 to Station 47+50, to the required depth of 16 feet plus 2-foot allowable overdepth. Work also includes beach tilling, manatee observers, and turbidity monitoring. Option A consists of dredging approximately 102,000 cubic yards from the impoundment basin from Range (-)300 to Range(-)575, from Station 44+50 to Station 47+50 to the required depth of 16 feet plus 2-foot allowable overdepth. Work also includes beach tilling, manatee observers, and turbidity monitoring. Options B consists of dredging approximately 97,000 cubic yards from the impoundment basin from Range(-)300 to Range(-)575, from Station 40+50 to Station 44+50 to the required depth of 16 feet plus 2-foot allowable overdepth. Work also includes beach tilling, manatee observers, and turbidity monitoring. Option C consists of dredging approximately 100,000 cubic yards from the impoundment basin from Range(-)300 to Range(-)575, from Station 35+75 to Station 40+50 to a required depth of 16 feet plus 2-foot allowable overdepth. Work also includes beach tilling, manatee observers, and turbidity monitoring. Option D consists of dredging approximately 88,000 cubic yards from the impoundment basin from Range(-)300 to Range(-)575, from Station 30+00 to Station 35+75 to a required depth of 16 feet plus 2-foot allowable overdepth. Work also includes beach tilling, manatee observers, and turbidity monitoring. The magnitude of construction for this project is estimated to be between $10,000,000.00 and $25,000,000.00. THIS IS AN UNRESTRICTED ACQUISITION. COAST GUARD CERTIFICATION OF VESSELS IS REQUIRED IN ACCORDANCE WITH THE SEAGOING BARGE ACT. There will be a price preference for certified HUBZone small business concerns that comply with the requirements in the solicitation as stipulated in FAR 19.1307. ALL RESPONSIBLE OFFERORS ARE ENCOURAGED TO PARTICIPATE. NOTE: AWARD OF A CONTRACT IS CONTENGENT UPON THE AVAILABILITY OF FUNDING. IF FUNDING IS NOT AVAILABLE TEN DAYS PRIOR TO THE BID OPENING DATE, THE SOLICITATION MAY BE POSTPONED. The solicitation will be issued on or about November 21, 2011 with bids due on or about December 21, 2011. Solicitation will be issued in electronic format only and will be posted on the Army Single Face to Industry (ASFI) website at https://acquisition.army.mil/asfi/.
