JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: Department of State needs a capability to provide secure, safe QRF transport, Search and Rescue / MEDEVAC, route reconnaissance and convoy escort, and air transportation of personnel and equipment in support of Embassy programs in Iraq. To accomplish the mission a fleet of aircraft including fixed wing aircraft, light lift helicopters and medium lift helicopters will be required. The aircraft will perform their missions during the hours of daylight and darkness (to include Night Vision Goggles) under both visual meteorological conditions and instrument meteorological conditions. The Department of State employs an aviation services contractor to provide the personnel to execute the mission in Iraq which will require contract oversight by government personnel. PURPOSE: The purpose of this Personal Services Contract (PSC) position is to provide a Program Analyst in support of the U.S. Mission in Iraq with duty at Patrick Air Force Base, FL. The incumbent serves as a Program Analyst, responsible to the Office of Aviation (INL/A) for providing program management, direction, and execution oversight in support of aviation transportation services in Iraq for Search and Rescue (SAR) and medical evacuations (ME), transporting Quick Reaction Forces (QRF) to respond to incidents, and where noted, provide air transportation (AT) for Chief of Mission personnel or other personnel required by Government to conduct official business. Monitors and evaluates aviation support services contractor performance in maintenance, operations and logistics by performing oversight duties at various contractor locations as required. SUPERVISORY CONTROLS: The incumbent works under the direct supervision of the Chief, Administration Division, Office of Aviation; Patrick AFB, FL; however, the individual exercises wide latitude for independent action, initiating projects and executing approved new programs under general supervision. Completed work is reviewed for timeliness and effectiveness. 2. STATEMENT OF WORK Identify major program/project actions to be initiated, deleted, or curtailed in support of the U.S. Mission in Iraq, including the level of resources to be applied to major programs and activities. Assist the Division Chief and senior INL/A staff in the formulation of policies and procedures related to the Aviation Support Contract and make recommendations to the Division Chief, the Director or other senior level officials as appropriate. Coordinate and/or assist in coordinating INL and frequently Department efforts in developing and implementing policies and programs related to the Aviation Support Contract in Iraq. Participate in senior level meetings conducted for the purpose of discussing agreements, plans and support programs related to the Aviation Support Contract in Iraq. Coordinate with other INL and Diplomatic Security senior staff, and other federal agencies as appropriate in the preparation of documents related to these programs. Perform aviation contract management oversight of the Iraq mission. Establish systemic methods of program execution, evaluation or advocacy. Assess activities to determine funding requirements and to determine whether funding is appropriate. Analyze budget proposals; prepare justification/memoranda for review and approval by the Division Chief, Office Director, or other senior level manager. Evaluate program effectiveness in relation to the funding expended. Review and analyze INL programs, policies and procedures for supporting the organization, training maintenance, and deployment of Office of Aviation assets for aspects of contract supportability. Ensure that contract arrangements provide the best return on investment and accomplish the Department's objectives in Iraq. Serve as the lead officer in managing contract actions related to support for the Iraq mission. Provide contract oversight and evaluation of the aviation support contractor, integrating and implementing the contract administration programs to evaluate contractor performance under the terms of the contract. Assure contractor compliance with all applicable laws and regulations. Coordinate with INL/A functional managers and Iraq Senior Aviation Advisor to evaluate and monitor contract performance related to the delivery of contract items, efficient and satisfactory performance of work, and effective use of Government-furnished property (GFP), scheduling and usage of facilities, compliance with terms and conditions of the contract and contract payment schedule. In coordination with the primary Contracting Officer Representative (COR) and the Division Chief, initiate technical directives, task orders and other contract administration actions between the Government and the Contractor. Provide technical clarification to the Contractor regarding specifications, inspection, testing and acceptance procedures; develop acquisition strategy, conduct technical discussions regarding solicitations for goods and services and integrating operations and support requirements into the aviation support contract. Coordinate contract technical and support matters between the INL/A, technical staff, and the Contractor, and administer and enforce contract provisions regarding contractor operations. Notify the primary COR, Division Chief, Contracting Officer, and the Contractor of deficiencies. Initiate appropriate remedial action to avoid or minimize delays. Demonstrate a high level of analytical ability to advise decision makers. Serve as one of the recognized experts in the field of aviation and contract administration who can analyze a variety of issues and make recommendations critical to the development of policy and operational support of Department initiatives. 3. MINIMUM REQUIREMENTS U.S. citizen, subject to State Department Secret level security clearance. Possess a Bachelor's Degree. Knowledge of analytical methods, organizational coordination and effective communication. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems in order to be able to convey specific aviation technical requirements and guidance in contractual terms. Possess a comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of an aviation support contract. Possess a broad level of aviation technical knowledge and experience across functional areas including maintenance, logistics, aircrew standardization, training and safety. Skill to plan, organize and direct team study work and to negotiate effectively with management to accept and implement recommendations where the proposals involve substantial agency resources, require extensive changes to established procedures or may conflict with the desires of the activity studied. Skill in written communication, and the ability to interact with others in order to prepare and present analyses, provide guidance, solicit information, defend proposals and negotiate agreements. Primary experience in U.S. Government contract administration is highly desirable. Knowledge of and skill in operation of Personal Computer based MicroSoft word processing and spread sheet systems is desirable. 4. COMPLEXITY The Contractor employee analyzes interrelated issues of effectiveness, efficiency and productivity of substantive mission-oriented programs, such as analyzing cost and technical proposals in terms of meeting the requirements of the Iraq mission. The Contractor employee assists in the development of, or coordinates, plans, goals, and objectives for the long-range implementation and administration of the program, and/or assists in the development of criteria for evaluating the effectiveness of the program. Actions involve the interpretation, analysis, evaluation, and negotiation of issues involving uncertainty in approach or requiring substantial depth of analysis and are complicated by conflicting program goals and objectives. Findings and conclusions are highly subjective and not readily susceptible to verification through replication of study methods or reevaluation of results. Options, recommendations, and conclusions take into account and give appropriate weight to uncertainties about the data and other variables which affect long-range program performance. 5. PHYSICAL DEMANDS The work is both physical and sedentary in nature and involves activity at both the main and field locations. Some physical exertion and dexterity may be required by this position. 6. WORK ENVIRONMENT The work is primarily conducted in an office or aircraft hangar with some travel to the field for meetings, conferences, activity reviews, and field inspections and investigations. Contractor employee may be required to perform duties in Iraq under austere conditions. Field sites have been declared hazardous duty locations by the Department of State due to hostile activities and therefore pose significant risk to the incumbent while at these sites. EVALUATION CRITERIA Factor 1. Ability to analyze current or projected operating programs. • Demonstrated ability to use a wide variety of analytical methods, techniques, and program management evaluation processes to analyze and evaluate issues which cross program or organizational lines. Knowledge of laws, policies, regulations and precedents applicable to administration of aviation programs. High level of broad aviation technical knowledge and experience across functional areas including maintenance, logistics, standardization and training. • Demonstrated use of a variety of analytical methods, techniques and program management evaluation processes, i.e., reviews and analyzes INL programs for supporting the organization, training, maintenance, and deployment of assets for aspects of contract supportability. • Experience demonstrates ability to evaluate the full-range of program resources and issues where changes cross organizational lines, i.e., coordinates and interfaces with other staff members and contracting officers on the full range of program/contract management and acquisition issues to support the aviation support contract. Factor 2. Ability to communicate analytical information in writing. • Experience which demonstrates possession of a high level of expertise to develop and write regulations, policies and associated interpretive material. Demonstrates a complete command of sources/research methods to develop authoritative information on the programs/policies of the agency. • Experience which demonstrates knowledge of a broad range of sources of pertinent information, and the skill to analyze, and present information which may require modification of established methods of developing and presenting information to maximize understanding and minimize controversy for a variety of audiences • Experience which demonstrates knowledge of a broad range of sources of pertinent information, and the skill to analyze and present information which may require adaptation of guidelines to develop written products that achieve their objectives. Factor 3. Ability to interact with others. • Experience participating in oral discussions in which the purpose was to plan, coordinate, or consult on work efforts or to resolve operating problems in the specialty area of the position. Experience influencing or motivating individuals or groups who are working toward mutual goals and who have basically cooperative attitudes. • Experience expressing thoughts in a logical sequence such as working with others as a member of a review team, interpreting facts gleaned as a result of planning and carrying out studies or projects, or conveying information about a project to colleagues within the agency. • Experience conveying or exchanging factual information, such as serving as a point of contact for other personnel on well-precedented matters, or providing information on routine and established matters of policy. COMPENSATION Compensation for the position will be negotiated as follows: accumulated experience will dictate the salary level within the grade range. Entry level salary normally will be at the first step of the grade range for the position. Consideration will be given, however, to the successful applicant's experience that is specifically relevant to the position being filled. Number of years of relevant experience will determine the step within the grade range at which the successful applicant will be compensated.
