- The Army Contracting Command, Picatinny Arsenal, NJ 07806-5000, on behalf of the Office of the Project Manager for Combat Ammunition Systems is conducting a market survey to identify potential sources that are capable of the manufacture of the high explosive and fragmentation body and obturating ring and Load/Assemble/Pack (LAP) of the 60mm High Explosive (HE) Enhanced Fragmentation (EF) XM1061 Cartridges. The Government anticipates delivery to the Army and Marine Corps for FY13 and FY14 Cartridges production requirements. A single Firm Fixed Price Indefinite Delivery/Indefinite Quantity (IDIQ) contract is being considered, with a basic period of five years, with an Option that may extend period of performance for an additional two years. A qualified potential contractor will possess the technical, financial and facility resources necessary to meet the Governments requirements. The facilities must have safety clearance to handle hazard classifications. The XM1061 HE EF Cartridge consists of a fuze, fuze adapter, high explosive and fragmentation body, obturating ring, M27 fin, 4-increment M236 propelling charges, and M702 Ignition Cartridge. The government will act as a systems integrator with components being provided to the Load, Assemble and Pack (LAP) facility. The US government will furnish the M27 fins, ignition cartridges, fuzes, fuze adapters and 4-increment M236 propelling charges. Interested contractors should demonstrate they possess the experience and capability, or that they can obtain such, necessary to fabricate, assemble and inspect the required quantities of Cartridges and obtain the necessary equipment, facilities and tooling required to fabricate and deliver these Cartridges at a high rate of production of approximately 500 per month. This may include an indication of willingness to invest in setting up a required production line. Contractors shall provide a summary of their companys capabilities including parent organizations, name/address/point of contact identification, capabilities, a description of facilities/equipment, manufacturing processes, inspection capability, personnel, past experience as a manufacturer, proven monthly production capacity and/or potential capacity, possible partnering/teaming arrangements and whether the company is a large or small business. This market survey is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the U.S. Government. All information submitted will be held in a confidential status. All market information sought in this notification must be provided by 21 November 2011 via electronic mail only at no cost to the Government, to Contract Specialist, Mr. Jason Mackie at jason.mackie@us.army.mil. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. Drawings of the 60mm HE EF XM1061 Cartridges LAP procedures are available to authorized DoD and DoD contractors ONLY, upon request. Distribution Statement on the TDP is Distribution F. The U.S. Government does not own drawings for the key components of the high explosive fragmentation body.
