- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the National Human Genome Research Institute, (NHGRI), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Illumina Inc., 9885 Towne Centre Drive, San Diego, California 92121-1975 to procure HumanExome Beadchip (48 and 288). 1. HumanExome BeadChip (48), Catalog Number: WG-353-1001-PRE, Units: One (1) Each. 2 HumanExome BeadChip (288), Catalog Number: WG-353-1002-PRE, Units: Six (6) Each. 3. Shipping and Insurance Charge. The sole source determination is based on the fact that National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting and supporting medical discoveries that improve people's health and save lives. The National Human Genome Research Institute (NHGRI), National Institute of Molecular Genetics Section of the Genome Technology Branch has upgraded the genotyping capabilities in the Finnish US Investigation of NIDDM (FUSION) genetics study to increase throughput and versatility as well as lower the cost of high throughput SNP analysis. In increasing the versatility we are able to optimize the type of genotyping reaction to facilitate smaller studies with a large number of samples as well as larger numbers of SNPs on few samples for association discovery studies. The FUSION project is involved in an international consortium studying type 2 diabetes (T2D) and quantitative traits in large study groups representing populations world-wide. The international consortium is comprised of over 15 independent disease research groups led by principle investigators of the FUSION project, the Diabetes Genetics Initiative at the Broad Institute, and the Wellcome Trust Case Control Consortium. The consortium has collaborated on the custom design of the HumanExome Chip and is using the array to analyze type two diabetes and quantitative traits in the combined cohort of ~149,000 subjects beginning with the initial delivery of the HumanExome Chips. The FUSION study is contributing ~28,000 subjects to this analysis. Skeletal muscle from the vastus lateralis, subcutaneous adipose tissue from the abdomen, and a skin biopsy that can be cultured into fibroblasts will be obtained from 100 FUSION participants with normal glucose tolerance (NGT), 100 with impaired glucose tolerance (IGT), and 100 newly diagnosed type 2 diabetics (T2D). A newly designed Illumina exome chip that will score for ~250,000 common and rare variants in exons, using data from the 1000G project as a reference set will be used in the research. Additionally, whole genome methylation analysis will be assessed using the Illumina 450K chip, which examines methylation sites covering 99% of the RefSeq genes and 96% of the CpG islands genome-wide. To obtain digital data on gene expression, total RNA from a portion of each tissue and from cultured fibroblasts will be subjected to RNA-seq. These rich and extensive data sets on the genome, transcriptome, epigenome, and phenome of 300 individuals, to be generated over the course of the next year, will provide an opportunity for multiple complex analyses. Therefore the procurement of these Illumina HumanExome Beadchips are critical to the continued diabetes studies. Place of Performance : The arrays will be processed at the NHGRI and NIH supported Center of Inherited Disease Research (CIDR) where the processes and expertise in Illumina arrays are well characterized and documented. The HumanExome Beachips will be shipped to John Hopkins University CIDR, Baltimore, Maryland 21224. Industry Classification (NAICS) Code is 541711, Research and Development in Biotechnology and the Small Business Size Standard is 500 Employees. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001) and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-53 (August 4, 2011). This requirement is under the SAT of $150,000.00. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis, by November 7, 2011, 7:30 a.m. Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
