- Synopsis word doc RFP Synopsis - Child and Youth Programs (CYP) Business Modernization System (BMS) F41999-12-R-0001 The Air Force Services Agency (AFSVA) is seeking a commercial-off-the-shelf (COTS), web based and internet-accessible Business Modernization System (BMS) for the Child and Youth Programs (CYP). The COTS solution shall support customer management, CYP staff information management, customer account transaction management, meal tracking, activity scheduling, and reporting. The AFSVA owns and operates approximately 350 activities spread across 80 installations worldwide. These activities consist of a mix of Child Development Centers (CDCs), School Age (SA), and Youth activities. The types of programs offered include child development activities, full-day child care, before-and-after school care, and youth programs. Estimates for CDC, SA, and YP participation on an annual basis is provided below: All figures are considered annual estimates: LOCATION PARTICIPANTS Child Development Center 21,000 School Age Program 15,000 Youth Program 63,000 TOTAL ALL PROGRAMS 99,000 The goal for this program is to deliver a CYP BMS that includes the following AFSVA governing tenets: • Leverage a COTS solution and improve our processes to optimize the available solution. The solution must be fully developed, tested, and fielded successfully in the commercial sector as validated through references. • A web based and internet-accessible solution that integrates into the AFSVA enterprise. • Reduce the local military base support footprint by centralizing support and reducing need for local specialization. • Compliant with current and future Federal Desktop Core Configuration (FDCC) standards.
