- Under the authority of FAR 6.302, ArjoHuntleigh, Inc. is the sole proprietor of this device and no other supplies or services will satisfy VISN 9 requirements. The Department of Veterans Affairs, Network Contract Activity, VISN 9 intends to make a sole source award to ArjoHuntleigh, Inc. for the purchase of Annual Maintenance Inspection of the Maxi Sky Lifts. This service will be performed at VAMC Memphis, Tennessee and will work in conjunction with existing equipment to maintain consistency and agency standardization. SOLE SOURCE JUSTIFICATION: Under the authority of FAR 6.302, ArjoHuntleigh, Inc. is the sole proprietor of this device and no other supplies or services will satisfy VISN 9 VAMC Memphis requirements. Substantial duplication of cost to the Government is not expected to be recovered through competition and unacceptable delays in fulfilling the agency's requirements. Maintenance of this medical equipment performed by the proprietor is essential to and has the only solution to meet the agency's requirements at the using service Medical Facility. The government would incur undo substantial cost and risk by using a different vendor that has not been certified and trained by ArjoHuntleigh, Inc. on the inspection and maintenance of the Maxi Sky Lifts. Additionally, the manufacturer's warranty would be compromised in using another servicing company. The cost for this requirement is estimated at $86,835.00 annually. This requirement will have 3 additional option years and the total cost including all options is $347,340.00. This notice of intent is neither a request for quote nor a solicitation of proposals. A determination not to compete this proposed procurement based on response to this notice is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities and any other information that demonstrates an ability to meet the agency's needs. Detailed capabilities must be submitted to Monica Kinderknecht, Contracting Officer, monica.kinderknecht@va.gov no later than Monday, November 14, 2011 @ 3 pm Central Standard Time.
