- The U.S. Army Space and Missile Defense Command/Army Strategic Forces Command (USASMDC/ARSTRAT), in conjunction with the Asymmetric Warfare Group (AWG), desires to contract for continued services that would provide for observation, analysis, training and advisory support to the Army and Joint Force Units in order to enhance their capability to predict, mitigate, counter and defeat asymmetric threats and methods. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (HUBZone, 8(a), small, small disadvantaged, service-disabled veteran-owned small business, woman-owned, or large business) relative to North American Industrial Classification System (NAICS) code 541712, Research and Development in the Physical, Engineering, and Life Sciences (size standard of 500 employees). Small businesses may team together and be eligible for award. This sources sought is to conduct market research and receive capability papers from interested businesses/teams. RESPONSE REQUIREMENTS: Capability papers should include the following information: size of company (i.e., 8(a), HUBZone, WOSB, SB, Veteran, all others), number of employees, relevant past performance on same/similar work and company/team capability to do this type of work. Documentation and technical expertise must be presented in sufficient detail for the Government to determine that the company/team possesses the necessary functional area expertise and experience to compete for this acquisition. Also, capability papers should address that the contractor or contractor team has the demonstrated ability to perform the entire task. Interested firms should submit via email and attach the capability statement (Microsoft Word Format) within 15 business days after the date of this announcement to Jessica.south@us.army.mil and Nathan.martin3@us.army.mil (title email, 'AWG Operations Support'). Capability papers should not exceed ten (10) 8 X 11 pages, font size not smaller than Times New Roman 12. No pictures, charts or graphs shall be included. Any questions shall be transmitted to Ms. South and Mr. Martin, email Jessica.south@us.army.mil and Nathan.martin3@us.army.mil. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. The submission of this information is for planning purposes and shall not be construed as a commitment by the U.S. Government to procure any items, nor does USASMDC/ARSTRAT intend to award on the basis of this request for information or otherwise pay for information solicited. No reimbursement will be made for any costs associated with providing information in response to this announcement. The current effort to be performed under this contract is in direct support of operational forces that are experiencing frequent attacks by hostile forces using IED and Vehicle Borne Improvised Explosive Devices (VBIED). AWG must continue all assigned missions and tasks without interruption in order to support the needs of deployed forces in support of the current contingency operations. Contractor field teams support U.S. Army forces into theaters of operations to thoroughly investigate asymmetric threats and identify Army capability gaps. Contractor teams provide information to the Commander of the AWG on behalf of the Army and applicable combatant command. In particular, the Commander, AWG will require a high level of expertise in the areas of counter-insurgency (CI) and counter-terrorism (CT). Specifically, the offeror must have extensive experience in providing advice and support to Joint Special Operations, to include operational and developmental experience in the use of explosives and their initiation, and the tactics and techniques associated with the use of explosives particularly as it relates to IED/VBIED devices. Moreover, contractor experience must include individuals with extensive backgrounds and established reputations in the development, organization, preparation and leadership of teams formed to respond in direct support of the vital national security interests of the Nation. The contracted effort requires Security Clearance Classification of Top Secret- Special Compartmentalized Information (TS-SCI). The resulting contract will consist of the following: Advisement Teams, Support Teams, Training Advisory Teams, and Field Investigative Teams with established expertise in terrorist, guerilla and insurgent operations, experience with Joint Special Operations Forces and its relation to the development, formation, preparation and staffing of special teams in direct support of national security interest level strategy and objectives. The Advisement Teams must have experience synchronizing the transition of major projects and programs from short life-cycle management to long term strategic efforts. This team must also demonstrate experience in recruitment, assessment, selection, and training procedure development. Strategic communications/public affairs experience in information dissemination to the Soldier, the public, industry and other Government organizations is also required. Support Teams will assist in coordinating, integrating, and synchronizing task force operations and shall assist in communication with AWG. The Support Team must also possess demonstrated operational capability to forecast, track, assess current operations and assist in problem solving in support of AWG Operations Officer. The Support Team shall contain a research analyst and program coordinator for the Training Advisory Team. The Training Advisory Team will consist of certified explosive experts trained and qualified, at a minimum, to U.S. Army standards to advise and train units at major unit installations and Combat Training Centers throughout CONUS and OCONUS locations at the direction of the AWG preparing them for combat operations and eventual deployment to any AOR. Field Investigative Teams will consist of multiple teams consisting of broadly gauged experts to perform the training of asymmetric threat mitigation measures and counter other asymmetric threats, tactics, techniques and procedures to forces committed and forces preparing for entry into regions of hostility. The Field Investigative Teams could be directed to assist in investigating asymmetric threat incidents and technologies anywhere in the world. All teams (Advisement, Support, Training Advisory and Field Investigative Teams) will possess the proven skills, abilities and cognitive traits for operating in highly stressful environments of CI and CT threats. All teams and personnel must show demonstrated abilities for adaptation to meet mission requirements addressing undefined and evolving Asymmetric threats. This acquisition will not be open to participation by foreign firms at either the prime or subcontract level. The proposed acquisition may involve a potential conflict of interest as set forth in Federal Acquisition Regulations (FAR) 9.5.
