- Description
- In accordance with Federal Acquisition Regulation (FAR) Part 5, this synopsis is for classroom and editorial support services for the Department of Homeland Security (DHS)/Federal Emergency Management Agency (FEMA)/Emergency Management Institute (EMI) located in Emmitsburg, MD. The Acquisition Operations Division/Preparedness Branch intends to award a firm-fixed-price contract award under the authority of FAR Part 15. The objective of this procurement is to obtain reliable, efficient, and effective classroom and editorial support services. No Solicitation or Request for Proposal (RFP) is currently available. This competitive acquisition is limited to eligible 8(a) Small Business concerns. Eligible offerors shall be 8(a) certified in accordance to Small Business Administration (SBA) requirements in order to participate in this competitive acquisition. The competitive solicitation, all amendments, and any questions and answers related to this procurement will be made available via the internet at http://www.fedbizopps.gov on or about November 22, 2011, with proposals being due about 30 days later. It is the responsibility of interested 8(a) firms to monitor this internet site (www.fedbizopps.gov) for the release of this solicitation as well as any amendments. The solicitation will be issued without further notice upon SBA acceptance of the requirement for the section 8(a) program. The NAICS code is 561110. The Small Business Size Standard for this NAICS is $7.0 million. Any responsible 8(a) concern may submit a proposal that will be considered by the Government. This pre-solicitation notice does not commit the Government to the issuance of a solicitation or award of a contract. No paper copies of the solicitation will be available. No phone calls or facsimile transmissions will be accepted. A firm-fixed-price award is anticipated. Award will be based on best value using trade-offs. The Period of Performance is estimated as follows: a 2-week transition period followed by 6 months of services for the base period. The contact will also include four (4) 12-month option periods, and (1) 5 ½ month final option period. The anticipated contract start date is March 19, 2012. The Emergency Management Institute (EMI) is part of the Department of Homeland Security's Federal Emergency Management Agency. It is located on the campus of the National Emergency Training Center (NETC), in Emmitsburg, Maryland. Through its courses and integrated programs, EMI serves as the national focal point for the development and delivery of emergency management training. Such training is designed to enhance the capabilities of State, local and Tribal government officials; volunteer organizations; FEMA's disaster workforce; other Federal agencies; and the public and private sectors to minimize the impact of disasters and emergencies on the American public. Tasks which the Contractor shall perform in the area of program/logistical support and data processing include: Evaluation support for on- and off-site resident course deliveries; multi-media support including CD/DVD duplication; and Higher Education Program support to include maintenance of data documents and support for the annual Higher Education Conference. The Contractor shall provide the following support for on-site training delivery: Classroom set-up; preparation and duplication of materials; tracking and coordination of activities; media production and support; filing; note-taking; and database management. The Contractor shall provide the following support for off-site training delivery: Preparation, duplication, packaging and shipping of course materials; CD/DVD duplication, and database management. The Contractor shall provide word processing and editorial support for course developments and revisions to include format, grammar, punctuation, and Section 508 compliance. The contractor shall also provide administrative/clerical support coordinating conferences, meetings, and special group activities including the recording, transcription, writing and editing of proceedings and providing year-round administrative support for the EMI Higher Education Program. The incumbent contractor for this requirement is Chenega Federal Systems, LLC, under contract number HSFEEM-07-C-0001. This solicitation replaces solicitation number HSFEEM-11-R-0045 that was previously issued for this requirement but later cancelled due to significant changes in scope.
