- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institutes of Health, Clinical Center (NIH CC) Nuclear Medicine Department (NMD), intends to enter into a contract on a sole source basis, under the authority of 41 U.S.C. 253 (c) (1) and FAR 6.302-1(a) (2) (ii) and HHSAR 306.302-1 (a) (2) (ii), a contract, entitled "Photoimaging Equipment Service and Maintenance." This contract is necessary to provide the essential service to the photoimaging equipment for continuous operation without malfunctions and breakdowns that may jeopardize uninterrupted patient care. However, if there are sources able to perform the requirement, they must respond by submitting a capability statement within 10 days of publication of this synopsis. This notice of intent is not a request for competitive proposals. However, all proposals received within 10 days of publication of this synopsis will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Deliveries should be Hand Carried or sent via other mail or package Delivery Services. NO COLLECT CALLS OR FACSIMILE TRANSMISSIONS WILL BE ACCEPTED. RESPONDENTS MAY SUBMIT THEIR CAPABILITY STATEMENTS VIA E-MAIL TO THE POINT OF CONTACT LISTED IN THIS NOTICE INTENT SYNOPSIS. The Clinical Center (CC), Nuclear Medicine Department (NMD), plans to procure, on a sole source basis, Photoimaging Equipment Service and Maintenance with GE Healthcare, 8200 West Tower Avenue Milwaukee, WI. GE Healthcare has a track record of providing high quality support for medical equipment services and maintenance. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(2) and 13.501-(a)(1) to use simplified procedures for commercial acquisitions. The North American Industry Classification System Code is 811219 and the business size standard is $19.0M. Only one award will be made as a result of this solicitation. This will be a firm fixed price type contract. Period of performance shall be for twelve months from date of award with four, one year option periods. The purpose of the procurement is to obtain preventive maintenance, support, and emergency servicing of a Fuji BAS-2500 Phosphorimager System in the NMD Department of the NIH Clinical Center. The Phosphorimager System is vitally important to the process of imaging and measuring radiation emitted by radiolabeled nucleic acids run on electrophoretic gels or delivered to experimental cell samples. During the course of the contract, the Contractor shall provide maintenance and other support services including but not limited to: 1. Telephone Support to isolate and resolve hardware and software problems 2. Emergency on-site repair when needed 3. Annual preventive maintenance including calibration, lubricating, cleaning and part replacements 4. Provide service and consumable parts This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a capability statement. All information furnished must be in writing and must contain sufficient detail to allow the Clinical Center to determine if it can meet the above unique specifications described herein. The capability statement must be received in the CC contracting office on or before 11:00 AM EST on Nov 17, 2011. All questions must be submitted in writing and can be emailed to Darren Liu, Contract Specialist at darren.liu@nih.gov. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
