- This announcement is for the purpose of soliciting contractors' interested in submitting a proposal to Design and Build a Theater Communications Facility and Network Control Center at Al Udeid Air Base in the State of Qatar. Project Scope: Theater of Communications Facility: Construct a steel framed pre-engineered structure with concrete masonry unit (CMU) walls for communications control operations. Work will include utilities and all necessary work to produce a complete and usable facility. This project will comply with DoD antiterrorism/force protection requirements per Unified Facilities Criteria. AFCENT requires a CMU facility (splinter protected construction) to house command, control and communications capabilities to support current missions including Operation ENDURING FREEDOM. Network Control Center: Construct a steel framed pre-engineered structure with concrete masonry unit (CMU) walls for network control operations. Work shall include HVAC, electrical, intrusion detection, fire detection, and required site improvements. This project will comply with DoD antiterrorism/force protection requirements per Unified Facilities Criteria. Additional Requirements: The contractor must be licensed to conduct business in the State of Qatar. The solicitation will not be provided to plan rooms, subcontractors, suppliers or vendors. Contracting Procedures: The solicitation will be a request for proposal (RFP). Contract award will be based upon a best value analysis of all proposals. The evaluation criteria will be conveyed within the RFP. One or more of the items in the project scope may appear in the solicitation as an option item. The contract will be awarded on a firm-fixed price basis only. Since the contract will be funded by a military construction appropriation the RFP will contain DFARS provision 252.236-7010, Overseas Military Construction-Preference for United States Firms. This provision states, in part, that military construction contracts funded by a military construction appropriation that are estimated to exceed $1,000,000 and are to be performed in countries bordering the Arabian Gulf shall be awarded only to US firms, unless, the lowest responsive and responsible offer of a US firm exceeds the lowest responsive and responsible offer of a foreign firm by more than twenty percent. Offers from firms that do not qualify as United States firms will be evaluated by adding twenty percent to the offer. U.S. Contractor Defined: To be considered a U.S. firm, the firm must be incorporated and have its corporate headquarters in the U.S.; have filed corporate and employment tax returns in the U.S. for a minimum of two (2) years (if required) and have filed State and Federal income tax returns (if required) for 2 years; have paid any applicable taxes determined to be due as a result of such filings; and employ U.S. citizens in key management positions. Files pertaining to the solicitation will be available through Safe Access File Exchange. Upon issuance of the RFP, contractors on the bidders list will receive an email notification with the subject: AMRDEC Safe Access File Exchange Delivery Notice. The notification will include a description of the file, a link to the file, and a password to retrieve the file. The file will only be available for 14 days and the password is a ONE-TIME USE ONLY during the 14 day period. In other words, the contractor will have access to the documents for only one time during the 14-day period. The estimated amount is between $10,000,000 to $25,000,000. The contractor must provide performance and payment bonds. The tentative date for issuance of Request for Proposal (RFP) W912ER-12-R-0004 is November 23, 2011. The tentative date for a Pre-Proposal Conference and Site Visit is December 13, 2011. The tentative date for receipt of proposals is January 6, 2012. Attendance at the site visit is limited to two (2) people per firm. Attendance is not mandatory. Due to base security requirements, bidders are encouraged to coordinate base access for the Site Visit early with CPT Elizabeth Walgren via e-mail elizabeth.n.walgren@usace.army.mil. Solicitation request: Firms interested in receiving this solicitation should send a written request to either the address listed above or e-mail or fax a copy to Ms. Phuong-Thuy Le at Phuong-thuy.t.le@usace.army.mil (voice 540-665-2657 and fax 540-665-4033). If sending an email message requesting the RFP you should copy Ms. Robyn Ratchford at robyn.ratchford@usace.army.mil (voice 540-665-3676). The request must state the name of the company, point of contact, email address of the point of contact, mailing and shipping addresses of the firm, telephone and fax numbers,, and reference the solicitation number (RFP number). Indicate on the request whether your firm is a prime contractor, JV, subcontractor, supplier, or vendor. The POC's email address will be the address used by the Government to provide access to AMRDEC Safe Access File Exchange.
