Description
The Military Sealift Command (MSC) Commander's Strategic Planning Guidance outlines 10 Objectives that MSC will strive to fulfill in the coming years. Objective # 10 states that MSC will "streamline our organizational structure and business processes, and improve lines of communications to our customers." In support of Objective 10, a consultant is required to provide MSC advice and guidance on identifying and improving those critical, cross-functional processes that will have the most affect on the Command's efforts to successfully streamline its organizational structure. To this end, the Contractor shall: Provide personnel that can give executive-level advice and guidance on how best to institute a Command-wide Process Improvement effort that will compliment and expedite organizational streamlining efforts while conforming to an international Quality Management System (QMS) format Apply subject matter expertise in process improvement to assist in the identification of those cross-functional processes most critical to successful organizational streamlining. Facilitate senior leadership meetings aimed at identifying and prioritizing key processes. Provide advice and guidance on best practices in implementing new processes with realigning functions and reporting structures to better match the new process requirements. Provide advice on best methods to optimize identified processes including removing bottlenecks, eliminating redundancies, and reducing manual handoffs of information in an effort to improve effectiveness and efficiency. Provide advice on the development of performance metrics for strategy-level assessments of Process Improvement efforts.
