Description
JOFOC The Department of Commerce, NOAA, National Weather Service (NWS), Engineering and Acquisition Branch intends to negotiate, on sole source basis, under authority of Federal Acquisition Regulation (FAR) Subpart 6.302 Other Than Full and Open Competition, with International Met Systems Inc. The NWS has a need for the repair of the Elevation Unit (P/N: 900,300) in one of its installed International Met Systems' IMS-1500C systems. Parts needed for this repair are as follows; one (1) Motor Drive Assembly (P/N: 4700000740), one (1) Motor Control Card Board Assembly (P/N: 4700000145), and one (1) Motor Drive Board Assembly (P/N: 4700000640). These parts are main components to the IMS-1500C antenna Elevation Unit. Elevation Unit evaluation, shipping, and labor charges shall be included. These parts for the Elevation Unit are unique and are the only parts that will work with the IMS-1500C. The IMS-1500C system is manufactured by International Met Systems Inc., and purchased by the National Weather Service, for use in the Cooperative Hurricane Upper Air Stations network in the Caribbean. To support this effort the acquisition of these parts and repair is essential for NWS Caribbean upper air operations. Vendors who believe they can satisfy the Government's requirements are invited to submit an affirmative response. To be considered an affirmative response, vendors must submit written data and documentation that reflect meeting the aforementioned requirements. All responsible sources must submit a written narrative statement of capability including detailed technical information and other technical literature sufficient to permit agency analysis to determine a bona fide capability to meet the requirements. A determination by the Government not to open the requirement for competition based upon responses to this notice is solely within its discretion. Affirmative responses must be received within 15 days after publication of this synopsis. Information related to the potential availability of other sources that can fulfill this requirement must be received by the POC listed below no later than 3PM eastern time on Thursday, November 17, 2011. TELEPHONIC QUESTIONS OR REQUESTS WILL NOT BE ACCEPTED OR ACKNOWLEDGED. This notice is not a formal solicitation. This is not considered a Request for Quotation (RFQ) nor is it a Request for Proposal (RFP). No solicitation document is available and telephone requests will not be honored. No purchase order will be awarded on the basis of quotation or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. If no affirmative written response is received, the contract will be awarded without further notice. A determination by the Government not to compete the proposed contract on this notice is solely within the discretion of the Government.
