- REQUEST FOR INFORMATION Defense Logistics Agency Energy Europe & Africa Passenger Carrying Motor Vehicles 1.0 Description 1.1 Defense Logistics Agency Energy is seeking information if an interested contractor could provide (1) Passenger Carrying Motor Vehicle each to (5) separate locations throughout Europe. This RFI is to determine if one contractor is capable of providing all five vehicles at a cost savings, or if it is necessary to purchase each vehicle separately. Responses are requested from interested contractors that can provide one or more of the vehicles required. 1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, DLA Energy is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website at www.fedbizopps.gov. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. 2.0 Background DLA Energy is considering replacing a total of (5) passenger carrying motor vehicles. (1) vehicle is needed at (5) separate locations. Vehicle Type / Location 9 Passenger Van / Kaiserslautern, Germany 4 Door Mid-size Sedan or Wagon / Cadiz, Spain SUV - All Wheel Drive / Sigonella, Italy SUV - All Wheel Drive / Tirrenia, Italy 4 Door Mid-size Sedan or Wagon / London, UK 2.1 Minimum Requirements 1. The vehicles furnished to DLA Energy Europe & Africa shall be new and shall meet requirements of the applicable EC, CEE and European Motor vehicle construction regulations. In addition the vehicle must meet the requirements for driving on European roads and shall be approved for operation in other European countries. 2. The Defense Logistics Agency is committed to increasing Fleet MPG; therefore we require a replacement vehicle that will achieve at least 35 MPG in combined city and highway driving. 3. The vehicle shall meet the following MINIMUM SPECIFICATIONS: Safety: Meets NHSTA five star crash ratings. Vehicle must have antilock brakes, front and side airbags, traction/stability control. The vehicle shall comply with the European domestic safety and exhaust emissions requirements. Cost: Each vehicle cannot exceed $30,000 USD Fuel: Unleaded with MPG greater than 35MPG Transmission: Automatic, Front Wheel Drive Tires: Steel belted radial, all season (M&S) minimal 16" with 1 spare tire with respective tire changing tools. Interior: Heating/ventilation system with fan, manual air conditioning (hydrocarbon free), airbags for front seats, carpets floor matting, interior roof lining, and general baggage compartments. Accessories: Minimum AM/FM radio, Wind shield wipers, Defroster, central locking, front and back powered windows. Maintenance: Maintenance and parts will be available through the Host transportation or local Vendor/dealership. INTENDED USE: The vehicle covered by these specifications is intended for general administrative use by the U.S. Government in transporting personnel/cargo as needed for day to day operations. The vehicle shall be delivered ready for immediate use. The delivered the vehicle should also have an Operating Manual, a Maintenance check booklet in both English and local language with 2 sets of keys. 2.2 Delivery Period: Early 2012 3.0 Responses 3.1 Interested parties are requested to respond to this RFI with a capabilities statement and/or catalog pricing info. 3.2 Responses are due no later than 14 NOVEMBER, 2011, 0900 Kaiserslautern, Germany local time. Responses shall be submitted via e-mail to Lee.Dvonch@dla.mil. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. 3.3. The capabilities statement shall include: Name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and e-mail of designated point of contact. 4.0 Industry Discussions DLA Energy representatives may or may not choose to meet with potential offerors. Such discussions would only be intended to get further clarification of potential capability to meet the requirements. 5.0 Questions Questions regarding this announcement shall be submitted in writing by e-mail to Lee Dvonch at Lee.Dvonch@dla.mil. Verbal questions will NOT be accepted. Questions will be answered by posting questions & answers to the Fedbizopps.gov website. The Government does not guarantee that questions received after 10 NOVEMBER, 2011, 0900 Kaiserslautern, Germany local time will be answered. 6.0 Summary THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide (1) Passenger Carrying Motor Vehicle each to (5) separate locations throughout Europe. The information provided in the RFI is subject to change and is not binding on the Government. DLA Energy has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
