Description
Black Hills Area/Rocky Mountain Area/Fort Crook Area Construction MATOC Synopsis. This is a SOURCES SOUGHT SYNOPSIS for the U.S. Army Corps of Engineers, Omaha District. This announcement seeks information from industry, which will be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS OR AN INVITATION FOR BIDS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. Proposed projects will be competitive, Indefinite Delivery/Indefinite Quantity type contracts for construction to include design build and design-bid-build. Task Orders awarded against the proposed contracts will be firm-fixed price. The type of solicitations to be issued will depend upon the responses to this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry including Large Business and the Small Business Community to include but not limited to; Historically Underutilized Business Zones (HUB-Zone), 8(a) Certified Small Business, Service-Disabled Veteran-Owned Small Business (SDVOSB) and Women Owned Small Business (WOSB) to compete and perform a Firm Fixed Price Contract. The US Government must ensure there is adequate competition among the potential pools of responsive contractors. The geographic area covered by the proposed contracts is within the Northwest Division (NWD) and its surrounding areas, which consists of the Black Hills Area (MT, ND, SD, WY), Rocky Mountain Area (CO), and Fort Crook Area (NE, IA, WI). It is anticipated that there will be multiple pools; Unrestricted and authorized set asides, with three to five contracts per pool awarded in the NWD. The projects are primarily located in and around but not limited to ND, SD, WY, CO, NE, IA, MT and WI. All contractors are highly encouraged to participate. The US Government is seeking qualified, experienced sources capable of performing renovation, vertical construction, sitework, electrical, mechanical, and minor hazardous and toxic waste, etc. Contractors should have the capability of performing both design-build and design-bid-build construction projects. Prospective construction firms must be capable of: providing all resources for successful construction per contract documents; planning and development of construction documents and work phasing if required; a Bentley compatible BIM product; CADD (as-builts, changes, etc.); professional services, geotechnical investigations, environmental investigations, abatement and sampling, construction documentation, cost estimates, value engineering, shop drawings, and construction administration. The contractor is also required to have expertise and knowledge of Anti-Terrorism/Force Protection (AT/FP) requirements, security and communications systems, fire protection and life safety systems, and other technical requirements as may be designed or required. Any work that requires design changes or environmental compliance must be performed by or under the direct supervision of licensed professional Architects and/or Engineers. The following covers all MATOC "pools": The estimated duration of the projects is five years; 2 year base period and three one-year options from time of award. The total contract capacity for all pools combined will not exceed $400,000,000.00. The estimated maximum size of a task order is $50,000,000.00 with the average size task order range being $250,000.00 - $16,000,000.00. Firms must demonstrate the capability to acquire bonding. Firms must have ability to perform up to 3 task orders simultaneously. This Sources Sought Notice will determine the socio-economic "pools", minimum and maximum task order amounts and the capacities of each "pool". North American Industrial Classification System (NAICS) Code applicable to this acquisition is 236220. Small Business Size Standard for this acquisition is $33.5 Million. Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting that they must perform at least 15% of the cost of the contract, not including the cost of materials, with their own employees for general construction-type procurement. Small Business HUBZones are required to perform 50% of the work unless a waiver is granted. Prior Government contract work is not required for submitting a response under the sources sought synopsis. Award will be based on overall "Best Value" to the Government. Offerors response to this Synopsis shall be limited to 5 pages and shall include the following information: GENERAL INFORMATION (1) Offerors name, address, point of contact, phone number, and e-mail address; (2) Offerors CAGE and DUNS; (3) Offerors Business Size and type of small business in relation to NAICS Code 236220 (whether Other Than Small Business, HUB Zone, Service Disabled Veteran Owned Small Business, 8(a), Women Owned Small Business or Small Business; (4) Offerors Bonding Capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars); PAST PERFORMANCE INFORMATION (5) Offerors capability to perform a contract of this magnitude and complexity (include offerors capability to execute design and construction, comparable work performed within the past 5 years). Include brief description of the project, offerors role as a prime contractor or subcontractor, customer name, timeliness of performance, customer satisfaction, and dollar value of the project. Provide at least 3 examples; (6) Offerors Joint Venture information if applicable; and (7) Offerors geographic reach (outline the regions and/or states in which your firm can perform the services requested); (8) Utilization of Small Business Participation Interested Offerors shall respond to this Sources Sought Synopsis no later than 2:00 PM (CST) 30 November 2011.
