Description
The U.S. Coast Guard is considering whether or not to set aside an acquisition for HUBZone concerns, Service-Disabled Veteran-Owned Small Business concerns (SDVOSB), or for Small Business concerns. The small business size standard for NAICS 336611 is less than 1,000 employees. The acquisition is to perform drydock and repairs to the CGC CROCODILE (WPB-87369), CGC MARLIN (WPB-87304), CGC ALLIGATOR (WPB-87372) all 87' Work Patrol Boats. The government may award one or multiple contracts as a result of the solicitation. Contractors will be allowed to submit quotes for one or multiple vessels. The vessels are geographically restricted to a facility located within an area no greater than 576 nautical miles one-way and 1,152 nautical miles roundtrip from St. Petersburg, Florida. The CGC ALLIGATOR and CGC CROCODILE's homeport is St. Petersburg, Florida. CGC MARLIN's homeport is Ft. Meyers, Florida. The average anticipated Period of performance is forty-five (45) calendar days and is as follows: USCGC CROCODILE, January 25, 2012 - March 9, 2012 USCGC MARLIN, March 28, 2012 - May 11, 2012 USCGC ALLIGATOR, August 15, 2012 - September 28, 2012 The scope of the acquisition is for the overhauling, renewing and repairing of various items aboard CGC CROCODILE, CGC MARLIN and CGC ALLIGATOR may include, but is not limited to: 1. Perform Ultrasonic Thickness Measurements 2. Forepeak, Modify 3. Hull and Structural Plating - Degraded Weld (Steel), Repair 4. Dirty Oil Tank, Clean and Inspect 5. Oily Water Tank, Clean and Inspect 6. Tanks (MP Fuel Service), Clean and Inspect 7. Pilothouse Deck (Aluminum), Inspect, Preserve, and Renew Electrical Matting 8. Depth Sounder, Capastic Fairing, Renew 9. Main Engine/Reduction Gear, Realign 10. Propulsion Shafts, Remove, Inspect, and Reinstall 11. Propulsion Shaft, Repair 12. Propulsion Shaft, Straighten 13. Intermediate Water-Lubricated Propulsion Shaft Bearing, Renew 14. Aft Water-Lubricated Propulsion Shaft Bearing, Renew 15. Intermediate Bearing Carrier, Renew 16. Aft Bearing Carrier, Renew 17. Stern Tube, Interior Surfaces, Preserve 100 percent 18. Stern Tube, Interior Surface, Repair 19. Propellers, Remove, Inspect, and Reinstall 20. Propeller, Minor Reconditioning and Repairs, Perform 21. Fathometer Transducer, Renew 22. Speed Log, Skin Valve Assembly, Clean and Inspect 23. Sea Water System (Sea Valves, Strainers, Piping), Clean, Inspect, and Repair 24. Rudder Assemblies, Remove, Inspect and Reinstall 25. RHIB Notch Skid Pads, Inspect/Renew 26. Stern Launch Door, Remove, Inspect and Reinstall 27. Grey Water Holding Tank, Clean and Inspect 28. Sewage Holding Tank, Clean and Inspect 29. Grey Water Piping, Clean and Flush 30. Telephone Service, Provide All welding and brazing shall be accomplished by trained welders, who have been certified by the applicable regulatory code performance qualification procedures. In accordance with FAR 19.502, 19.1305 and FAR 19.1405, if your firm is a small business, HUBZone certified or a Service-Disabled Veteran-Owned Small Business and intends to submit an offer on this acquisition, please respond via in a letter either by e-mail to nancy.m.brinkman@uscg.mil or by fax at (757) 628-4676. Your response you must include the following: (a) A positive statement of your intention to submit a quote for this solicitation as a prime contractor (b) A written statement, on letterhead, from each potential joint venture member expressing interest to enter into a joint venture agreement and to submit an offer as a joint venture. (b) The name of the cutter(s) which you intend to submit a quote. (c) Evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers; (d) past performance references with points of contact and telephone numbers. At least two references are requested, but more are desirable. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ Your response is due on 16 November 2011, at 10:00 a.m. Eastern Standard Time. All of the above must be submitted in sufficient detail for a decision to be made on a HUBZone, Service Disabled Veteran-Owned Small Business set aside, or Small Business set-aside. Failure to submit all information requested may result in an unrestricted acquisition. A decision on whether this will be pursued as a HUBZone, SDVOSB set-aside, or small business set-aside, will be posted in the Fedbizopps website at http://www.fedbizopps.gov.
