- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse, Office of Acquisitions-Neuroscience, Station Support/Simplified Acquisition (SS/SA) on behalf of the National Institute on Aging (NIA) intends to negotiate and award a purchase order on a sole source, noncompetitive basis to Illumina, Inc. for a 12 month service/maintenance agreement for the Tecan LiHa (S/N 609000001), iScan (S/N N0306), Autoloader (S/N 11139-894), cBot (S/N 600454), cBot (S/N 600115) and sBot 1500L (S/N 51098482). NIA uses these instruments to analyze exome sequences and genotypes. The Classification Code is J-Maintenance, Repair & Rebuilding of Equipment and the North American Industry Classification Code is 811219 – Other Electronic and Precision Equipment Repair and Maintenance. The business size standard is 7.0 million dollars. The Period of Performance is 12 months. The Contractor shall provide full coverage on all instrument service parts and labor. In addition, the agreement also includes comprehensive e-mail and telephone support (instrument, applications and bioinformatics), three business days average on-site response time, critical and non-critical updates, applications support, access to on-line training modules and one preventative maintenance visit per year. Illumina is the manufacturer of the above stated instruments and is the sole source provider of service agreements for these machines. These instruments are highly technical with specifications which only Illumina technicians have the tools to manipulate, program and set. Illumina technicians are the only technicians that are certified to perform maintenance/repair on their equipment. The acquisition is being conducted using FAR Part 12, Commercial Items and is exempt from the requirements of FAR Part 6, Competition Requirements. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
