Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-53. This procurement is a 100% total HUBZone small business set-aside in accordance with FAR 19.1305. The NAICS code is 541512 and the small business size standard for this NAICS Code is $25 Million. All others will be considered non-responsive. Acquisition of professional administrative support services will follow the policies and guidelines of Federal Acquisition Regulation (FAR). "Best value" to the government will be determined in accordance with FAR 8.405-1(c) (3), with emphasis on technical capability, and price reasonableness. Evaluation criteria, in accordance with FAR 8.405-2(c), is technical capability and price reasonableness. Contractors, submitting proposals for this request, should provide a technical capability statement and references for similar work previously completed to include point of contact, telephone number, dollar amount and location of work. The contractor shall furnish one (1) CADD Specialist in accordance with the specific performance work statement (PWS) attached to this RFQ. The total term of the contract, to include any options or extensions, and any performance there under may not exceed five (5) years. Performance period is anticipated to begin on 28 November 2011 and ending 27 November 2012 for base year with four respective option years to follow. Location of Delivery. Fifth Regiment Armory, 29th Division Street, Baltimore, Maryland, 21201 Selection Criteria. In accordance with Federal Acquisition Regulation (FAR 8.405-2, the evaluation criteria begin used during the solicitation and award for the CADD Specialist are as following: a. Technical Capability. The offeror/firm will submit at least three resumes and/or any other necessary documentation detailing the technical capability of the individual(s) that will be assigned to provided the CADD Specialist. The individual assigned must be available to begin work by the performance start date. b. Past Experience. The offeror/firm will submit appropriate documentation concerning their past experience for CADD Specialist in accordance with the attached Performance Work Statement. The offeror/firm should identity thru past or current contracts with federal, state, local and /or private commercial agencies for efforts similar to the Maryland Army National Guard's (MDARNG) requirement. The offeror/firm final price will include all labor other associated costs to provide the one (1) CADD Specialist for the base year as specified in the attached PWS.
