Description
Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) is conducting a market survey to determine the availability and technical capability of qualified small businesses, including 8(a) small businesses, small disadvantaged businesses, woman-owned small businesses, service-disabled veteran-owned small businesses or HUBZone small businesses capable of providing in a timely manner the coordination and administration of airline tickets, hotel reservations, per diem, ground transportation and honorarium for the attendees of a NICHD Program in Developmental Neuroscience (PDN) and Microscopy and Imaging Core (MIC) Combined Site Visit. The site visit will be held at the NIH Main Campus location @ 9000 Rockville Pike, Bethesda, MD 20892 in Bldg. 45 (Natcher Conference Center), rooms F1/F2. All of the expenses will be reimbursed after the site visit with the exclusion of the airline tickets and hotel rooms, which must be paid for by the travel agency/vendor upfront. The following details will apply: ATTENDEES There will be 30 site reviewers that the travel agency/vendor will be responsible for handling all of the travel, accommodations expenses, etc. There will be twenty nine (29) domestic travelers and one (1) foreign traveler. The foreign traveler will be travelling from London, UK.AIRFARE (Domestic)round trip all arrangements, etc coordinated by the travel agency/vendor for the reviewersHOTEL: The travel agency/vendor must provide for two nights hotel accommodations at the governments hotel per diem rate plus tax. As the reviewers are not government employees they will be subject to the state and hotel tax. The travel agency/vendor is responsible for establishing the block of rooms as well as submitting a rooming list. In addition to the 30 other site reviewers, the travel agency/vendor shall block a room each for the chair and co-chair, however they will pay for their rooms directly thus reimbursement for hotel, travel and expenses will be reimburse by NIH.HOTEL MEETING ROOM The travel agency/vendor must provide for a meeting room at the hotel on the evening of arrival to facilitate a site visit orientation meeting. For this site visit the orientation will occur on the night of 12/14/11. The orientation should be scheduled form 7:00p.m. 10:00p.m. and no refreshments other than water can be provided.PER DIEM (M&IE) Clause The travel agency/vendor must provide M&IE portion of the daily per diem to each traveler for each day of the meeting. For the meeting the travel days required M&IE are as follows:12/14/2011 Day of Travel12/15/2011 1st Day of Meeting and12/16/2011 2nd Day of Meeting and travelGROUND TRANSPORTATION: The travel agency/vendor must provide a $200 flat ground transportation reimbursement for each reviewer unless total reimbursements receipts submitted exceeds this amount. In that case, the higher amount is to be refunded. This covers reviewers ground expenses to and from the airport on both legs of their trips.The travel agency/vendor must coordinate all ground transportation between the hotel and meeting location for 12/15/11 and 12/16/11. This will include a morning pickup at the hotel by 7:30 a.m. on both mornings including security checks with NIH (Lt. Cheeks) and pick up on 12/15 @ 4:00 p.m. for return to the hotel.HONORARIUM The travel agency/vendor must provide honorarium for each day of service the reviewers provides toward the site visit. For the site visit/meeting the applicable days and amount are as follows:12/15/2011 1 Day @ $200.0012/16/2011 1 Day @ $200.00 Interested firms with the capability of providing the required/similar service are requested to submit a capability statement to assist the Government in determining in accordance with Federal Acquisition Regulation (FAR) 19.502-2(b) whether or not this procurement will be set-aside for any of the programs described above. The intended procurement will be classified under North American Industrial Classification (NAICS) code 561599 with a size standard of $7.0m. All respondents are requested to identify their firms size and type of business. Interested firms responding to this market survey must provide (a) capability statement demonstrating their experience, skills and capability to fulfill the Governments requirements for the above. The capability statement shall be in sufficient enough detail, but not to exceed (10) pages, so that the Government can determine the experience and capability of your firm to provide the requirements above. Your capability statement should include three (3) references. Two (2) copies of the capability statement must be received at the following designated location/contracting office address: 6100 Executive Blvd, Room 5Z00, Rockville, MD 20852, ATTN: Tina Robinson (or via email to robinsti@mail.nih.gov)prior to 3:00 p.m. local time at designated location or via email on November 14, 2011.
