Description
A portion of the acquisition (50%) is set aside for small business concerns. A solicitation will be issued to establish an Indefinite Quantity Contract (IQC) for NSN 2840-01-258-6568, a Flap, Outer used on the F-404 Aircraft Engine. The award will be for a 1-year base period and four 1-year option periods. Surge requirements do not apply. The Estimated Annual Quantities (EAQ) that apply to the base period and all option periods are as follows: EAQ: 252 each (Unrestricted Portion) EAQ: 252 each (Set-Aside Portion) Contractor First Article Testing (FAT) and Contractor Production Lot Testing (PLT) are required. The required delivery is 345 days for the Contractor FAT report, 340 days for production units for PLT, and shipment of production units in 10 days after PLT approval. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one or a limited number of sources under the authority of FAR 6.302. The approved manufacturing sources are: General Electric Company, CAGE 99207, P/N 6060T68G02 Enginetics Corporation, CAGE 60168, P/N 6060T68G02 B.H. Aircraft Company, CAGE 85291, P/N 6060T68G02 Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Alternate offerors must submit a Source Approval Request (SAR) package along with a completed copy of the solicitation in order to be considered for award. The drawing package cited is subject to Export-Control regulations, and distribution is limited to those contractors qualified through JCP Certification. To apply for certification, complete DD Form 2345, "Military Critical Technical Data Agreement." Form is available at the World Wide Web address http://www.dlis.dla.mil/jcp or by writing to: United States/Canada Joint Certification Office Defense Logistics Information Service Federal Center 74 Washington Ave, North Battle Creek, MI 49017-3084 Contracts will be awarded only to those contractors with JCP certification issued prior to an award. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. In order to receive an award, regardless of dollar value, contractors must be registered in Central Contactor Registration (CCR). The solicitation issue date is on or about November 30, 2011.
