Description
The purpose of this Amendment to BAA W911W6-11-R-0013 is to publish all questions and responses received and provided to date. Q & A: Question 1 (Set): a.I noticed that the solicitation did not provide any information in the Packages and Interested Vendors List folders. May we expect any supporting information relating to these subjects? b.May we get a copy of or a link to or the number of the AVMS Phase I solicitation? c.May we get a copy of the Statement of Work that evolved from the Phase I solicitation? d.Has the period of performance for AVMS I been completed? e.Would you please provide us with the name/s of the AVMS Phase I contractor/s? Response 1 (Set): a.A Final Report from current Phase I efforts will be made available by April 2012. b.https://www.fbo.gov/index?s=opportunity&mode=form&id=29291972976d53a52d2b6a9392f0ab20&tab=core&_cview=0 c.The Phase I awards are technology investment agreements (TIAs), so each work effort is tailored to the recipient's technology effort. Consequently, a readily releasable version is not available for industry. d.The period of performance for AVMS Phase I runs through February 2012. e.The Boeing Company and Sikorsky Aircraft Corporation. Question 2: Per the subject BAA which states "AATD is soliciting technical & cost proposals to conduct a 6.3 Demonstration Validation Research effort in support of Phase II of the AVMS". Per definition of R & D (DOD Unique), Advanced Technology Development is 6.3 and Demonstration & Validation is 6.4. Please clarify. Response 2: The solicitation has been amended to reflect 6.3 Advanced Technology Development (develop and integrate technologies at system & subsystem level, demonstrate technology capabilities and define transition paths to the Warfighter). Question 3: Is it possible to obtain a list of the winners and POCs from the Phase I award of this program? Response 3: Phase I was awarded to the following companies: The Boeing Company (Contract number W911W6-10-2-0002) and Sikorsky Aircraft Corporation (Contract number W911W6-10-2-0004). Question 4: I am trying to get a better feel for how connected Phase II is to the Phase I studies. Since we did not participate in the Phase I studies, we are not familiar with the technologies that were recommended from that study. Is the Army looking to only to simulate and flight test technologies picked from Phase 1 studies? Response 4: As stated in the BAA, Ph II is not tied to PH I studies. The Phase I effort investigated a system approach to the VMS concept. During Phase I, the Government sought to evaluate the benefit of the system approach to the VMS concept. The Government's estimation is that any entity working on a system approach to the VMS concept for a vehicle should find similar results. The Government seeks in PH II to validate the system approach as a more efficient/effective approach (or not) in improving vehicles design and capabilities. The portion of the demonstrations that implement multiple technologies, some new, is part of the Government's desired method for concept validation. The AVMS Program is targeted to next generation VMS of manned/unmanned/optionally manned systems. Implementation of technologies (some new) is a method of demonstrating and validating of the system approach, not the demonstration and validating the technologies themselves.
