- The National Oceanic and Atmospheric Administration (NOAA) currently occupy office and related space in Little Rock, AR which is used as a weather forecast office. NOAA is considering whether to relocate this facility to alternative space that can meet the Governments requirement by the occupancy date. In making this determination, the Government will consider, among other things, the availability of alternative space that can potentially satisfy the Government's entire requirement for the desired lease term. As part of its financial evaluation and analysis the Government will include the costs of moving to a new location. Move and replication costs will include but not be limited to; physical moving costs and labor hours, site preparation and other improvements to meet the NWS programmatic requirements, standard and above standard or specialized alterations and equipment, structural studies and analysis costs, telecommunication and utility installation, and other related costs. NOAA seeks to lease a minimum of 4,700 ANSI/BOMA Office Area (ABOA) square feet of office and related space for a weather forecast office in Little Rock, AR. The offered space shall not be on more than one floor and must be contiguous. In addition, NOAA also seeks to lease a detached unobstructed facility consisting of 400 to 600 rentable square feet for an Upper Air Inflation (UAI) building. The UAI must be located within close proximity of the main building. A minimum of thirty-six (36) on-site reserved parking spaces or the number required by local code whichever is greater. The Government requires a lease term of up to 10 years and may consider additional option terms. NOAA's occupancy date for this requirement is no later than May 1, 2012. To be considered sites must be within the following delineated area: Beginning at the intersection of W. Maryland Ave and Remount Rd go east on W. Maryland Ave to Hwy 107. Turn right on Hwy 107, which eventually turns into John F. Kennedy Blvd (JFK) and proceed south to the intersection of JFK Blvd and Osage Drive. Turn right on Osage Drive and proceed west to the Osage Drive/North Point Ln/Mission Rd intersection which bears sharply right and another sharp left onto Mission Rd. Proceed west on Mission Rd to the intersection of Mission Rd and Remount Rd. Turn left on Remount Rd which eventually turns into Camp Robinson Rd and proceed south on Camp Robinson Rd to the intersection of W. 47th St and Camp Robinson Rd. Turn right on W. 47th St and proceed west to the intersection of W. 47th St and Lynn Ln. Proceed south on Lynn Ln to the intersection of Lynn Ln and Parkway Dr. Go north on Parkway Drive to the intersection of Parkway Drive and Landski Drive. Proceed west on Landski Drive which turns into Charles H. Boyer Drive and W. Military Drive. Turn left onto W. Military Drive which eventually turns into Championship Drive. Proceed south until you reach the northern side of the Arkansas River. Proceed north along the Arkansas River until you reach Cooks Landing Park. Proceed north on Cooks Landing Rd to the intersection of Cooks Landing Rd and Crystal Hill Rd. Go north on Chrystal Hill Rd to MacArthur Drive. Proceed east on MacArthur Drive and the intersection of E. Military Drive and MacArthur Drive. Turn left onto E. Military Drive and proceed north. E. Military Drive eventually turns into 7th St. Proceed to the intersection of 7th St and S. Dakota, Ave and turn right onto S. Dakota Ave. At the intersection of S. Dakota Ave and 6th St, turn left onto 6th St. Proceed north on 6th St until the intersection of 6th St and Maryland Ave. Turn right onto Maryland Ave and proceed east until the intersection of W. Maryland Ave and Remount Road. Expressions of Interest must be submitted in writing and must include two (2) copies of the following information: Building name, address and age; total square feet available (ANSI/BOMA) office rentable and useable; date of space availability to commence tenant improvements; rental rate per ANSI/BOMA office rentable square foot (indicate core factor); CAD "as built" floor plans identifying the space offered; parking ratio's; proximity to major highways, public transportation and local amenities; site plan (identify location of UAI building) and aerials showing surrounding area and ingress/egress to the building; description of surrounding land use; provide information confirming that the site is outside the 100 year flood zone; building renderings; description of existing or future utilities (water, gas, electric, sewer, fiber optics); length and width of site available; building/property ownership information (name of the ownership entity, name of contact person, relationship: owner, broker, legal representative, etc, address, phone, and fax numbers, and e-mail address. (Note if respondent is not the legal owner of building then a letter of authorization is required). (Note: The Government is limited by law (41 C.F.R. § 102-73.55) to pay no more than the appraised fair rental value for space. Usable square feet do not include areas such as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules, public corridors, and public toilets required by local code). NOAA may conduct a market survey to confirm the submitted information if the sites/buildings submitted meet the specific source selection criteria. NOAA reserves the right to eliminate any building or site from consideration; this elimination must be justified and will be based on a market survey and corresponding evaluation criteria. Sites within a 100 year flood zone, as defined by FEMA will not be considered. Respondents are advised that NOAA assumes no responsibility to award a Lease based upon responses to this advertisement.
