- Description
- draft / proposed statement of work The US Nuclear Regulatory Commission intends to award a non-competitive contract to Halden Institutt for Energiteknikk for work supporting the need to update human factor review guidelines and develop supplementary guidance and technical basis documents for the review of new and advanced control room designs. This project is entitled, "Development of scenarios for Integrated System Validation to update NUREG-0711 guidance". The period of performance is 15 months. The objective of this work is to provide enhanced guidance on the development of scenarios for Integrated System Validation (ISV). NUREG-0711 currently does not address the development of the scenarios for ISV with respect to how the operational conditions should be combined, how many scenarios should be performed, or on the determination of acceptance criteria in the scenarios. The results of the research will inform the reviewers on the characteristics of scenarios that should be considered as the basis for selection of acceptance criteria, how operational conditions should be combined (including the number of operational conditions that may be contained in a single scenario and the number of scenarios that may be included in a reasonable sample). In addition, the results will be used to create one or more ‘generic' example ISV scenarios that will be used to illustrate to reviewers what information should be contained in the set of scenarios. These examples will demonstrate how the methods and metrics used in ISV are separate from the definition of the scenarios, while demonstrating that the characteristics of the scenarios are critical in the selection of the human performance measures. The results of this research will be used to update the guidance contained in NUREG-0711 section 11, Human Factors Verification and Validation. The outcome of this work should be a process to help select operational conditions, scenarios and measures for ISV. Attached is the proposed statement of work for this action. This notice of intent is neither a request for quotation nor a solicitation of offers. Interested respondents must submit a written capability statement, including technical information sufficient to demonstrate a bona fide written capability to meet this requirement, to the point of contact of this posting no later than 45 calendar days from the date announcement appears in the Federal Business Opportunities. Telephonic, email and responses providing insufficient information for evaluation by the NRC will not be considered. If no response is received within 45 calendar days award will be made to the entity mentioned above.
