- Description
- The Naval Air Warfare Center Aircraft Division, Lakehurst (NAWCADLKE) intends to procure depot level manufacture, repair and refurbishment of Aviation Armament Equipment (AAE), specifically the P-3C Wing Station and Weapons Bay Pylons for the Taiwan Navy (TN) and United States Navy (USN). This effort will provide for the depot level overhaul, repair refurbishment and Digital Stores Management System (DSMS) upgrade of Wing Station (WS) and Weapons Bay (WB) Pylons and the acquisition of wing spacers, BRU-15/A and BRU 12/A bomb racks and associated hardware necessary to configure up to 12 Taiwan P-3C aircraft plus spares. The USN requirement is for the upgrade and repair of Maverick Wing Pylon Assemblies currently in a Non-Ready for Issue (RFI) status. The P-3C DSMS is designed to replace existing armament system Kill Stores, Torpedo, Harpoon Aircraft Command Launch Control System (HACLCS) and Kill Stores System while providing growth capability to control MIL-STD-1760D Class II stores at 12 weapon stations (6 Wing Station, 6 Weapons Bay Stations). DSMS will provide the same weapon capability as currently provided in the legacy P-3C armament system with the exception of specific weapon capabilities not releasable to FMS operators. The US Navy did not incorporate the DSMS functionality into the P-3C AIP aircraft. The pylons do not have the MIL-STD-1760D capability and remain in the original Maverick configuration. It is anticipated that the contract will be fixed price, and the government intends to procure a minimum quantity of 8 DSMS Wing Station Pylon Assembly Ship-sets; 8 Heavy Weight Weapons Bay Pylon Assembly Ship-sets; 8 Light Weight Weapons Bay Pylon Assembly Ship-sets for the TN aircraft and 12 Maverick Wing Pylon Assemblies and 5 Wing Station Pylon Spacer Ship-sets for the USN to be purchased with the first Delivery Order. After successful completion of First Article Testing (FAT), the government plans to issue delivery orders over 4 years for up to 13 complete DSMS Maverick capable Wing Station Pylon Assembly Ship-sets, up to 13 complete Heavy Weight Weapons Bay Pylon Assembly Ship-sets, up to 13 complete Light Weight Weapons Bay Pylon Assembly Ship-sets, two (2) spare Wing Station Pylon Spacer Ship-sets, six (6) BRU-15/A Bomb Racks, six (6) BRU-12/A Bomb Racks for the TN aircraft and up to 94 Maverick Wing Pylon Assemblies and 5 complete spare Wing Station Pylon Spacer Ship-sets for the USN. It is anticipated that the solicitation will be issued as a total small business set-aside. The solicitation will be posted on the NAVAIR homepage located at http://www.navair.navy.mil. Select Doing Business and then Open Solicitations. Look for amendments on the web page. Hard copy of solicitations and amendments will NOT be mailed to contractors. THE SOLICITATION WILL BE POSTED ON THE WEB ON OR ABOUT 23 November 2011. The Government will NOT accept electronic offers. The point of contact is Rayann Surel, phone (732) 323-4045, facsimile: (732) 323-7440, email: Rayann.Surel@navy.mil.
