Description
On or about 14 NOVEMBER 2011, this office will issue Request for Proposals for design and construction of the Large Vehicle Inspection Station at the United States Air Force Academy, Colorado. The solicitation will close on or about 17 JANUARY 2012. This solicitation is RESTRICTED TO 8A COMPETITIVE BIDDING ONLY. It has been determined that competition will be limited to 8(a) firms located within the Region VIII (Colorado, Wyoming, North Dakota, South Dakota, Montana, Utah) and other 8(a) firms with a bona fide place of business within the geographical competitive area, and the assigned NAICS code. All other 8(a) BD Participants are deemed ineligible to submit offers. Joint Venture Agreements - Joint Ventures are allowable on competitive 8(a) set-asides, however the joint venture agreement must be received by SBA prior to proposal due date and approved before award of any resulting contract. If you are contemplating a joint venture on this project, you must advise, in writing, your assigned SBA Business Opportunity Specialist (BOS) as soon as possible. It is also recommended that the agreement be submitted as soon as practicable to ensure compliance with established regulations. Any corrections and/or changes needed can be made only when your BOS has adequate time for a thorough review before the proposal due date. NO CORRECTIONS AND/OR CHANGES ARE ALLOWED AFTER TIME OF SUBMISSION OF PROPOSAL OR BIDS. A site visit for this project has been tentatively scheduled for 21 NOVEMBER 2011. Contractors inspecting the project site shall meet at the pass and ID building at the South Gate of the United States Air Force Academy at 1300 hours local time on the day of the site visit. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See 'Obtaining Solicitation Documents' below. _______________________________________________________________________________ Project Description: (Approx. quantities) The Large Vehicle Inspection Station (LVIS) will provide administrative and indoor inspection capabilities for the inspection of commercial vehicles entering the Unites States Air Force Academy (USAFA). The LVIS will be located outside of the security perimeter of USAFA, adjacent to the intersection of Kettle Lake Road and South Gate Boulevard and north of the South Gate of the USAFA. South Gate is designated as the commercial vehicle point of access and is readily accessible to commercial traffic via Interstate 25 and North Academy Boulevard. The LVIS consists of 9054 gross square feet (GSF) for the inspection of commercial vehicles and administration support functions. The LVIS will allow USAFA to utilize the South Gate for all commercial traffic while preserving the North Gate as the primary visitor and POV entrance. The facility will allow traffic to move more freely by segregating the commercial traffic from Privately Owned Vehicles (POVs) and providing security personnel a dedicated and ideal environment to process commercial vehicles in an efficient and thorough manner. The facility will meet the minimum standards required to meet LEED Silver certification, EPAct, and EISA compliance. The estimated construction cost of this project is between $10,000,000 and $15,000,000. _______________________________________________________________________________ The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 540 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety. The electronic annual representations and certifications are effective until one year from date of submission or update to ORCA.
