Description
The U.S. Army Corps of Engineers, Philadelphia District, intends to initiate a Request for Quote to acquire janitorial services (commercial services). The work is to be performed at Blue Marsh Lake, located in Leesport, PA. This procurement will be awarded for a base year plus four option years. The initial period of performance for the base year is 10 months, from 1 January 2012 through 31 October 2012. All of the four option years will have a 12 month period of performance, from 1 November through 31 October. Contractors are urged and expected to inspect the site where services are to be performed. Site visits will be conducted by Scott Sunderland, Supv. NRM specialist or with Kathy Warner, Secretary at 610 376-6337. The acquisition will be a best-value procurement performed using the procurement process prescribed in FAR Part 12, Acquisition of Commercial Items. Offers will be reviewed for completeness in satisfying the requirement of the RFQ. Award will be made to the offeror whose proposal offers the best value to the Government in terms of the factors as stated. Technical factors, when combined, are more important than price. Technical factors are listed in descending order of importance from greatest to least. Award of a contract will not be based solely on a lowest price basis. Offerors shall submit their proposals in two separate parts; a price proposal and a technical proposal. Each technical proposal shall be evaluated on the basis of the following factors: (1) QUALITY OF TECHNICAL PROPOSAL - will consist of the following components: (a) Offerors must provide a detailed plan for performance of daily, weekly, monthly service schedules and how the compliance to specifications will be achieved. (2) PAST PERFORMANCE AND EXPERIENCE - will consist of the following components: (a) Offeror must demonstrate at least five (5) years experience in providing contracted cleaning/maintenance of public parks or recreation areas. Provide a list of references, any additional experience in cleaning/maintenance of public parks or recreation areas should also be listed, (i.e. contract numbers with dollar amount, length of contract, POC and telephone number). The evaluation regarding past performance may not be limited to references furnished. (b) Offeror must demonstrate at least five (5) years of experience in providing general cleaning/janitorial services. Provide a list of references, additional experience in cleaning/maintenance services should also be listed, (i.e. contract numbers with dollar amount, length of contract, POC and telephone number). (3) MANAGERIAL/ORGANIZATIONAL CAPABILITY - will consist of the following components: (a) Offeror must demonstrate project managerial ability through documented history of timely and successful completion of past janitorial service projects, particularly those related to janitorial services and maintenance at public parks or recreation areas. (b) Offeror must demonstrate ability to adequately supervision, staff, and employees. (c) Offeror must demonstrate that management can respond in timely manner to emergencies and problems. (d) Offeror must demonstrate the ability to respond to correcting serious non-compliance with requirements. (4) QUALIFICATIONS OF STAFF/PERSONNEL - will consist of the following components: (a) Offerors are required to provide past performance information of staff/personnel that have experience in janitorial and maintenance services of public parks or recreation areas who have had at least 5 years experience. (b) Offerors are required to provide past performance information of staff/personnel that have experience in general janitorial and maintenance services who have had at least 5 years experience. (c) Offerors are required to demonstrate that at least 50 percent of the employees assigned to this contract possess at least three (3) years of prior experience in performing general janitorial services at public parks or recreation areas. The PRICE factors are price reasonableness and realism. Solicitation No. W912BU-12-T-0006 will be available on or about 10 November 2011 via the Federal Business Opportunities (FBO) homepage located at https://www.fbo.gov/. Registration for plans and specifications should be made via FBO Internet homepage and hard copies will not be available. No written or fax requests will be accepted. It is the contractor's responsibility to monitor FBO for any amendments. Offerors are responsible for printing copies of the RFQ and any amendments.
