Set-aside Status: Service Disabled Veterans Owned Small Business Concerns (b) Solicitation specifications will not be provided in hard paper copy or CD format. The solicitation and all amendments for this acquisition shall be posted on FedBizOpps Government website www.fbo.gov on 28 November 2011. It is the responsibility of the contractor to check FedBizOpps frequently for any amendments or changes in the solicitation. (c) Description: Contractor shall Demolish/remove Existing manual tie switch - Square D, 1200A, 600VAC, single through, not fusible, Cat# HU368, Type 1 enclosure. Demolish, remove and transport material from site to DRMO, Lathrop, CA., per government environmental regulations and DRMO protocol. Supply and install one new automatic tie breaker, 1200A, 600VAC, AIC-100 K symmetrical (Siemens, GE or approved equal). Supply and install new control panel with required digital relays (Basler, Schneider Electric or approved equal), digital controls (Westinghouse, GE or approved equal) and required voltage and current sensors to enable second generator to come on line when first generator fails to start and vice versa. Existing generators shall not run parallel with each other or local utility. Tie Breaker and control panel shall be in same NEMA I enclosure. Control panel shall be tested at site for all the features as mentioned in Emergency Operation Requirements. Provide one 750 KVA back up portable generator and accessories for the time when both existing generators are in-operable, during construction phase. Portable generator shall be adequately equipped to feed emergency UPS bus. Create single line diagram of entire building 100 power distribution system including new automatic tie breaker control circuit and provide three sets of as built drawings. Partial existing single line diagram may be available for reference. New drawings shall be stamped by PE registered with the state of California and have minimum of five years experience with designing generator control circuits. Entire work and Field Testing shall be performed on weekends and holidays. Display tie breaker operation instructions in a laminated framed board in front of tie breaker control panel. (d) Emergency Operation Requirements: The following field tests shall be conducted to the satisfaction of Project Engineer: When local utility (PG&E) power source to building 100 is interrupted, both the generators should come on line and operate independently with tie breaker open. When local utility (PG&E) power source to building 100 is interrupted and both generators are operational. If anyone of the generators fails, tie breaker should close after failed generator breaker is locked out. When failed generator comes back on during PG&E power interruption, tie breaker should open first and then allow the failed generator breaker to close. If both generators fail or not in service, tie breaker should remain open. (e) General: Contractor shall provide three sets of operations manuals. Provide operations, maintenance and safety training for new automatic tie breaker and controls to plant personnel (minimum 4 Hrs). Submit shop drawings for approval, prior to installation, of all the material and control circuits. Contractor shall submit material demolition and disposal plan and get approval from DLA environmental group and DRMO prior to equipment demolition. Manual tie switch shall be demolished and new tie breaker shall be installed and tested as per all applicable codes including but not limited to ANSI, ASME, ASTM, EGSA, MSS, NEMA, SAE, NEC, NFPA, CEC, UFC and IEEE and attached specifications. (1) National Stock Number (NSN) : Not Applicable (2) Specification: Demolish and remove existing manual tie switch - Square D, 1200A, 600VAC, single through, not fusible, Cat# HU368, Type 1 enclosure. Provide and Install one (1) new, automatic tie breaker, 1200A, 600VAC, AIC-100 K symmetrical (3) Quantity: One (1) - Replace one (1) Manual Tie Switch with one (1) New Automatic tie breaker. (4) Unit of Issue: Lump sum (5) Destination Information: Building 100, DDJC Tracy Site, Defense Location Agency (DLA) San Joaquin, CA. (6) Delivery/Duration of Contract Period/ Performance for Schedule: Entire project including all Field Testing shall be completed no later than (NLT) 90 calendar days after notice to proceed (NTP) (7) Proposed Contract Action: (i) This acquisition is proceeding as a Request for Quote (RFQ). This RFQ is a Service Disabled Veteran Owned Small Business Set-Aside (SDVO) and all responsible sources may submit a quotation which shall be considered by the agency. The award decision will be based on the lowest acceptable price that specifies a product that meets the technical specifications of the requirements. (ii) Estimated Cost Range is between $25,000 - $100,000 (iii) The anticipated award date is TBD (8) This procurement is subject to the Buy American Act- Construction Materials FAR 52.225-9 (9) Technical data including plans, drawings and specifications will be furnished through FedBizOpps with the solicitation at https://www.fedbizopps.gov This Procurement will be conducted under FSC code: Z2AZ; NAICS Code: 238210. The size standard for this code is $14,000,000.00.
