- NAVSUP Fleet Logistics Center San Diego intends to negotiate and award on a sole source basis under the authority of FAR 6.302-1(b)(1), with Distribution Specialists, Inc., 43671 Trade Center Place, Suite 110, Sterling, VA 20166-2118, based on the vendor being the only one authorized to distribute the required kit. The OTC kit is the widely used oil test centre for the US Navy Fleet ™s diesel engines and has been recommended by the ships In Service Engineering Agent (ISEA), to be used by the Taiwanese Navy. Place of performance is the Aransas Pass, TX 78336. The Government has a need for Diesel Engines Oil Test equipment outfitting to do preventative maintenance required by NAVSEA Program manager. The desired kit is the FG-K1-100-KW-A Kittiwake Oil Test Centre, version A “ Diesel Engine (NSN 6665-01-557-1461). The applicable NAICS code is 423830. This notice of intent is not a request for competitive proposals. No formal solicitation package is available. The Government will not be responsible for any cost incurred in responding to this notice; however, interested parties may identify their interest and capability to meet the requirements and past performance data no later than 2:30pm Pacific Standard Time on 18 November 2011. All interested parties must demonstrate their ability to provide an OTC that could be instantly implemented without training and has the ability to be used in a very harsh industrial environment. A determination by the Government not to compete this proposed effort on a full and open basis is solely within the discretion of the Government.
