Description
The following changes were made: (1) The original posting of the synopsis indicated that the Service Contract Act is applicable. We believe that the services related to this requirement require the use of Professional Employees, therefore, the Service Contract Act would not be applicable. (2) The place of performance has been updated to show the correct location. The correct location is: Building 1109 Fort Lee, Virginia (3) We received questions regarding this requirement. Please see below for answers to those questions. QUESTION 1: I don't see a requirement for a background check or possible security clearance requirement. You do specify the IA requirement: DFARS 252.239-7001, Information Assurance Contractor Training and Certification but not a general clearance level, please advise. ANSWER 1: The efforts required for this task are expected to be UNCLASSIFIED and should not require the contract personnel to obtain a security clearance. However, if the tasking performance requires access to classified data, a security clearance of SECRET will be required for all personnel having access to the classified data and a DD Form 254 will be submitted before work commences. QUESTION 2: Does an accounting system have to be approved prior to submitting proposals or at the time of Contract award? ANSWER 2: Clause 252.242-7006 " Accounting System Administration" states "The Contractor shall establish and maintain an acceptable accounting system." An acceptable accounting system is defined in that clause. This requirement must be satisfied prior to contract award. We recommend that if your company does not have an accounting system that was determined to be acceptable in accordance with DFARs 242.75 and Clause 252.242-7006, that you attempt to obtain evidence of an acceptable accounting system, as soon as possible. QUESTION 3: Do you plan on providing the final solicitations only to businesses that respond to the synopsis? ANSWER 3: No, the final solicitation will be posted on the Fedbizopps website, to provide the opportunity for all small businesses to propose.
