Sources Sought This is a SOURCES SOUGHT SYNOPSIS. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. This is in support of information only market research. Contractors responding to this shall submit the following information to Contract Specialist Jason Horlacher jason.horlacher@us.af.mil I can also be reached at 707-424-7729. The purpose of this Sources Sought Synopsis is to determine if there are any businesses available who are capable of performing the effort described herein. Travis Air Force Base is seeking sources to provide the following: services to operate Postal Service Center. Contractor's employees shall have the education, training and licensure, certification and experience necessary to provide services. See position description requirements and duties below. Response Date: 4:00 pm PST on Friday 18 November 2011 Required Submittal: Contractors must submit, by the due date listed above, the following: 1. Is your business a large or small business? 2. If small, does your firm qualify as a small, emergency business, or a small, disadvantaged business? 3. If disadvantaged, specify under which disadvantaged group and is your firm certified under Section 8(a) of the Small Business Act? 4. Is your firm a certified "hub zone" firm? 5. Is your firm a woman-owned or operated business? 6. Is your firm a certified Service-Disabled Veteran Owned and Veteran-Owned? 7. Does your firm have an Environment Management System Certification (EMS)? 8. What qualifications/certifications does your firm have? 9. Does your firm perform background checks? 10. Does your firm have a quality assurance plan in place? What quality assurance methods and quality standards does your firm use? 11. Do you currently have a government contract? Interested businesses are required to submit a Statement of Capabilities (SOC) demonstrating: 1. Ability to manage the services, description of past performance on previous contracts, dollar value of each contract, number of employees for each, the types and range of skills of employees for each, and point of contact and telephone number of the contracting activity for each contract. 2. A capability statement, including summary of relevant performance history (with points of contact and applicable telephone numbers, FAX numbers, addresses and email addresses, if available) within the past three years. Any information submitted by respondents to this synopsis is strictly voluntary. The Government shall not reimburse the respondents for any costs associated with their response. This synopsis does not constitute a Request for Proposal (RFP) nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government reserves the right to contact the submitting parties, on an as required basis, for further clarification on material provided. Experience Documentation: The vendor shall provide a summary of experience, within the last 3 years, on performance and current customer operations for provided postal services. As a minimum, the summary shall include the following information for the projects proposed as relevant experience: Customer Company Name Installation Location Date of Customer Acceptance Is the service still in use? Name of Customer Contact Telephone and Fax Number of Customer Contact E-mail of Customer Contact The Government reserves the right to contact additional customers to obtain information that will be used to evaluate the vendor's experience. 1. DESCRIPTION OF SERVICES: The contractor shall perform postal services at the Postal Service Center (PSC) at Travis AFB, California. The contractor shall serve as the customer service focal point for dormitory residents and General Delivery (transient) personnel. The contractor shall perform to the standards specified in this Performance Work Statement (PWS), Department of Defense (DoD) Manual 4525-8-M, and DoD Manual 4525-6-MVol. 1 & 2, and all Federal, State and local laws and regulations to performance of the work. 1.1. Operate Postal Service Center. 1.1.2. Provide personnel, equipment, transportation, and supplies to receive process, distribute and direct regular and accountable mail from and to the USPS and various small package delivery services (i.e., FEDEX, UPS, etc). 1.1.3. Maintain postage meters, an inventory of stamps, secure packages that have not been delivered, maintain various files, and manage and maintain mail receptacles. 1.1.4. Preserve and protect the security of the mail at all times from unauthorized opening, inspection, reading contents or covers, tampering, delays, loss, or other unauthorized acts. 1.1.5. Provide notification and storage of packages for dormitory residents and General Delivery customers. 1.1.6. Transport and distribute mail. The contractor shall provide transportation of mail from USPS, and to dormitories, in a vehicle that clearly shows the company name and is able to be secured. Mail shall be distributed in boxes daily, Monday through Friday, 10:00 a.m. to 5:00 p.m. 1.1.7. Provide customer service. A customer service representative shall be available during the hours specified in paragraph 1.1.6. of this PWS for managing receptacles, receiving outgoing parcels and packages, providing fax and copy services, and providing general customer service. The contractor shall advertise operating hours, provide customer feedback forms, answer inquiries, and resolve validated complaints in a professional and timely manner. 1.1.8. Act as the liaison for customers to the USPS and small package delivery companies. The contractor shall obtain an Internet service provider for tracking commercial and government mail courier services. Ensure accounts are created as necessary with FEDEX, UPS, USPS, etc. 1.1.9. Computer Repairs. All computers repairs shall take place at the Postal Service Center, Building 1356. In the event that maintenance is required to be performed off-base, all government information must be deleted by the contractor and validated by 60 CS - Quality Assurance Personnel prior to the computer leaving the base for repairs. Additionally, in the event the contract expires, all government information must be deleted prior removing the computers. 1.2. Mail Receptacles: 1.2.1. Manage receptacles. The contractor shall establish procedures to determine eligibility in accordance with DoD Man 4525.6-M. The contractor shall assign receptacles to authorized users and withdraw receptacles from customers no longer authorized service, within 24 hours of notification by residents. At no time shall the contractor issue a General Delivery PSC box to a resident that has lost a receptacle key. 1.2.2. Maintain mail receptacles. The contractor shall perform minor maintenance on receptacles to ensure proper function as needed. The contractor shall repair inoperable equipment to include, but not limited to, replacing and lubrication of components, parts, handles, hinges, gaskets, etc. on receptacles.
