Description
This Request For Information (RFI) is issued in accordance with FAR 15.201 (e), the Government does not presently intend to award a contract but would like to obtain information. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. The following is a Sources Sought notice only. This is not a Request for Quote (RFQ) or Request for Proposal (RFP). There will not be a solicitation at this time. This notice is a market research tool used for planning purposes only to determine the availability of capable small business contractors able to run and manage Ohmsett, the National Oil Spill Response Research and Renewable Energy Test Facility, located in Leonardo, New Jersey, on the grounds of Naval Weapons Station Earle. The North American Industry Classification System Code (NAICS) is 561210, Facilities Support Services. The Department of Interior, Bureau of Safety and Environmental Enforcement will not accept unsolici ted proposals related to this sources sought notice. Information provided to the Government as a result of this posting is for planning purposes only, and is strictly voluntary and given with no expectation of compensation. Furthermore, the submission of this information is not to be construed as a commitment by the Government to procure any services, nor does the Government intend to award a contract on the basis of this request for information. It is anticipated that a solicitation announcement will be published in the Federal Business Opportunities. However, the Department of Interior, Bureau of Safety and Environmental Enforcement is interested at this point, only in identifying interested and capable small business contractors for this service, as part of the market research effort. The tentative solicitation issue date is to be determined later. BACKGROUND: Ohmsett is the National Oil Spill Response Research and Renewable Energy Test Facility, located in Leonardo, New Jersey, on the grounds of Naval Weapons Station Earle. Ohmsett is the only facility in the world where clients can conduct full-scale oil spill response equipment tests with a variety of crude oils and refined petroleum products. The tests are conducted under controlled, reproducible conditions using standard test protocols that are, or will soon be, accepted and published by the American Society for Testing and Materials. Ohmsett provides a unique facility to conduct tests and develop new devices and techniques for oil spill response, and various other marine equipment including renewable energy devices. Ohmsett has specialized testing equipment/systems to: (1) evaluate fire resistant containment booms using a propane burner system; (2) test and evaluate dispersant effectiveness; (3) simulate cold water/broken ice conditions for equipment testing, training and research; and, (4) create different wave types to create realistic sea environments. Ohmsett also offers hands on training classes several times a year in various aspects of oil spill response. Further information on the facility and recent activities can be found at www.ohmsett.com.
