Description
Request for Information: This request for information (RFI) is the initiation of market research under FAR, Part 10, and is not a request for proposals. The U.S. Army Aviation and Missile Research, Development, and Engineering Center (AMRDEC) seeks information on mission systems for a Joint Multi-Role (JMR) vertical lift aircraft that would enter service in the 2030 timeframe with a service life of 50 years. Mission Systems are those systems that enable the aircraft to perform militarily relevant functions beyond lift and presence. Relevant missions include cargo, utility, armed scout, attack, humanitarian assistance, medevac, anti-submarine warfare (ASW), anti-surface warfare (ASuW), land/sea search and rescue, special warfare support, vertical replenishment, airborne mine countermeasures (AMCM), and others. Respondents are urged to study the supplemental information available at http://www.aatd.eustis.army.mil/Transfer/RFI_Supplemental_Info.pdf. The AMRDEC has begun a focused research program called JMR Technology Demonstrator (JMR TD) that will support development of a specification for an anticipated JMR Program of Record. The JMR TD is planned to go through FY20 and consists of two Phases: Phase 1 focuses on the Air Vehicle while Phase 2 focuses on Mission Systems. This RFI seeks to inform the Government of promising mission system technologies that could be available for application (TRL 6/7) in the FY20 timeframe that would provide the desired capabilities in a future vertical lift aircraft. Technologies of interest include, but are not limited to, advanced survivability equipment; optimum mix of active and passive survivability features; weapons (lethal and nonlethal) including directed energy (DE), sensors (pilotage; targeting; maritime search, track, and identification of surface and subsurface targets; and situational awareness); various avionics architectural approaches (all of which must be Joint Common Architecture (JCA) conformant); communication equipment (including, for example, low drag and multi-function antennas, multi-band radios, non-traditional communications, etc.); data buses (copper, fiber optic, wireless, etc.); electrical power and thermal load management (including DE weapon consideration); information assurance; mission systems design for future growth, upgradability, and mission flexibility; cockpit layout and human-machine interaction; human interface devices (visual displays, helmet-mounted displays, visor projection, 3D aural displays, tactile, buttons, switches, grips, etc.); pilot aiding systems / autonomy (cognitive decision aiding, intelligent agents, associate technology, etc.); passenger aiding (en route mission rehearsal, situation awareness, communications, battery charging, etc.); optionally piloted vehicle; and manned / unmanned teaming. Non-traditional technologies and innovative concepts are of interest. Mission systems for future aircraft such as a JMR must function as an integrated whole and allow rapid reconfiguration in the field. They must also be affordable in acquisition, operation, and sustainment, as well as in upgrade / technology refresh throughout the entire life cycle of the air vehicle. This RFI also seeks feedback on the current plan for Phase 2 of JMR TD. Results from the RFI will particularly influence a Mission Systems Effectiveness Trades and Analysis (MS ETA) activity. It is anticipated that a BAA for MS ETA will be issued in mid-January 2012, at which time all communication with this office related to JMR TD-except for negotiations and on-going contracts-must cease until after awards are made. This is a market research announcement for informational and planning purposes only and does not constitute a Request for Proposal, nor is it to be construed as a commitment by the Government. The Government does not intend to award a contract on the basis of this RFI or to pay for any information, or otherwise reimburse responders for any costs associated with their respective submissions in response to this RFI. All submissions will be treated as information only. Respondents will not be notified of the results of any review of this RFI; however, clarification of submissions may be requested by the Contracting Officer. Participation in this effort is strictly voluntary. Responses to this RFI are requested by close of business 15 December 2011and are not to exceed 25 pages in length including all appendices. Unclassified responses should be submitted electronically via the AMRDEC Safe Access and File Exchange website (https://safe.amrdec.army.mil/SAFE/) in Microsoft Office format or as a portable document format (".pdf") file. If proprietary or copyrighted information is submitted, please include a statement authorizing the Government to copy and use it within the Government for evaluation purposes. Appropriately marked proprietary information will be properly protected by the U.S. Government. Classified information should be submitted only if it significantly clarifies or broadens the scope of technology considered.
