- The United States Agency for International Development Office of U.S. Foreign Disaster Assistance (USAID/OFDA) is the U.S. Government's (USG's) lead office for providing disaster assistance in foreign countries affected by natural or human-caused disasters. USAID/OFDA partners with non-governmental organizations (NGOs), among others, to provide critical humanitarian response and assistance. During a disaster response, OFDA activates a Response Management Team (RMT) to support the operations of a Disaster Assistance Response Team (DART) deployed for on-the-ground assistance to the region/area affected by the disaster. The purpose of an RMT is to coordinate USG strategy and activities in support of disaster response operations. The RMT is the primary liaison between the DART and other USAID entities, other federal agencies and offices, and Congress. USAID/OFDA requires one passenger van which can hold up to eight passengers, with a dedicated driver(s). The van and driver should be available within 12 hours of activation. The vehicle must be available 24 hours per day, 7 days per week once activated; at the discretion of a Response Management Team (RMT), these hours may be reduced as the response progresses. The van and driver will be on-call to the RMT and shuttle between the Courthouse facility, the Ronald Reagan Building and other points in Washington, DC (to be specified by the RMT). The base hour of operations is from 7am to 7pm on weekdays and if necessary on weekends. Operation outside of the base hours is a possibility as determined by the RMT. The driver must have a cell phone and be reachable by the RMT at all times. When not driving, the van and driver should be stationed either at the Courthouse facility or another location specified by the RMT. Locations •2107 Wilson Blvd., Arlington, VA 22201 (Courthouse Facility)/ Pick up/drop off location: 2107 Wilson Blvd •1300 Pennsylvania Avenue, NW, Washington, DC 20523 (Ronald Reagan Building)/ Pick up/drop off location: 14th & D •Points in Washington, DC (to be specified by the RMT) Van •Must hold up to eight passengers. •Must be able to enter parking garages with a clearance of 6'8" located at the Ronald Reagan Building and Courthouse Facility. Driver(s) Requirements •Must be familiar with geographical surroundings in Washington, DC and Arlington, VA. •Must be in contact with the RMT at all times via cell phone. If the vehicle is idle or in transit from one of the three locations, the driver shall indicate the time of arrival as requested by the RMT and must be reachable at all times. •The driver shall be responsible for parking arrangements while the vehicle is not in use. Receipts are required for reimbursement. A parking spot is available for the vehicle while located at the Courthouse facility and parking will not be reimbursed for this location. Please do not submit proposals, resumes or corporate qualifications. They will be discarded. Submissions will not be acknowledged. USAID may use any information provided without incurring any obligation. Include any relevant GSA schedules that you currently hold, clarity of the proposed requirement, estimated hourly rates for the driver(s) and any comments on the requirement would be helpful. This announcement is a Request for Information (RFI), not a Request for Proposals (RFP) and is not to be construed as a commitment by the U.S. Government to issue any solicitation or ultimately award a contract on the basis of this RFI, or to pay for any information submitted as a result of this request. If a solicitation is released it will be synopsized in FedBizOpps. It is the potential offeror's responsibility to monitor these sites for the release of any solicitation or synopsis. It should be noted that responding to this RFI will not give any advantage to any firm or organization in the subsequent procurement. USAID/OFDA will not provide answers to any question submitted in response to this request. Responses will be held confidential. Proprietary information should not be sent.
